MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />August 18, 1975 <br /> <br />The meeting was called to order in Room 831, City Hall, 20 <br />Civic Center Plaza, at 12:1S P.M. by Mayor John Garthe, <br />proper notice and posting having been accomplished, with <br />affidavits on file in the office of the Clerk of the Council. <br />The following Councilmen were present: Gordon Bricken, Harry <br />K. Yamamoto, Vernon S. Evans, James E. Ward, and Mayor John <br />Garthe. Councilmen David L. Brandt and David F. Ortiz were <br />absent. The following staff members were also present: City <br />Manager Bruce C. Spragg, City Attorney Keith L. Gow, Director <br />of Planning Charles C. Zimmerman, Assistant Director of Public <br />}~rks John Stevens, Assistant Fire Chief Raymond H. Bachtelle, <br />and Clerk of the Council Florence I. Malone. Lynn O'Dell, <br />reporter for "The Register", was also present. <br /> <br />PARAMEDIC PROGRAM The City Manager <br /> added to his status <br /> report dated August 12, <br /> with an oral presenta- <br />tion, using charts which described the paramedic program <br />and its costs over the past ten months. He stated that a <br />second paramedic unit should be in operation by December <br />1976, at which time the existing unit would be used for <br />standby purposes; that under a proposed contract with the <br />Santa Ana-Tustin Community Hospital, recommended user fees <br />would be billed and collected by the hospital, at a cost of <br />$3.00 each; and that no one would be refused service because <br />of inability to pay the user fee. He further added that <br />although the Board of Supervisors had not acted to designate <br />the Santa Ana-Tustin Community Hospital as a paramedic base <br />training hospital, the Board had requested a report from the <br />County Administrative Officer on the current training situa- <br />tion for firemen paramedics within three weeks.. CA 64.2 <br /> <br />TRASH RATES The City Manager <br /> referred to his <br /> reports of August 1 <br /> and 13, regarding <br />a recommended 11% refuse rate increase to maintain the <br />program on a self-supporting basis for fiscal year 1975-76, <br />and stated that the increase amounted to 20{ more per month <br />for the single family home owner (from the present $1.80 to <br />$2.00). He further stated that the refuse contractor, Great <br />Western Reclamation, had requested a retroactive rate adjust- <br />ment because of increased labor costs which would amount to <br />30{ per water meter, commencing May 1, 1975 and ending <br />April 30, 1976, at which time it would advance to 40{ per <br />water meter through April 30, 1977, with a final increase <br />of 50~ per water meter commencing May 1, 1977; that the <br />administration does not have enough information to make a <br />good judgment on the merit of the request, because it <br />involves the profitability of the franchise. He commended <br />the contractor's services, and suggested that the Council <br />support the 11% increase in trash rates recommended by the <br />staff, and authorize an audit of the residential and commer- <br />cial services performed by the contractor, to include the <br />possibility of an extension of the contract, with a target <br />date of December, 1975 for report and reconunendation to the <br />City Council.
