The City Manager distributed a comparison chart dated <br />August 18, 197S, showing refuse costs of Santa Aha and <br />cities of comparable population in Orange County, which <br />indicated that Santa Ana's per capita monthly payment for <br />refuse collection is among the lowest, but that the home <br />owner trash rate and rate paid to the contractor are among <br />the highest. <br /> <br />Mr. Tom Blackman, Sr., representing Great Western Reclama- <br />tion, stated that during the strike negotiations there had <br />been no reference to a possible request for an official <br />financial statement from the company in conjunction with a <br />rate adjustment reqnest by either the administration or the <br />City Council, nor had the City expressed any opposition to <br />the $4.00 per hour wage rate, although the company had <br />expressed its intention to "hang tough" for the $5.75 per <br />hour figure to be paid to the company's employees. He <br />further added that the comparison of the Orange County cities <br />was not valid~in the respect that water meters are used as <br />a basis for payment to the refuse collection contractor in <br />Santa Aha, whereas in other cities listed, payment is on a <br />per unit basis. <br /> <br />A discussion on the commercial service followed, wherein it <br />was stated that commercial rates are set by the contractor, <br />and are submitted to the Director of Public Works for <br />approval; and that on January 1, 1976, a commercial rate <br />increase is highly probable. <br /> <br />Councilmen Ward, Bricken and Evans supported the staff's <br />recommendations for an audit that would provide the necessary <br />information for its recommendation to Council with minimal <br />financial disclosure by the contractor. CA 11.4 <br /> <br />CIVIC CENTER GRAPHICS The Assistant Director <br /> of Public Works stated <br /> that the signing in the <br /> Civic Center is inadequate; <br />that the consultant for the signing program, LeRoy Rose and <br />Associates, had submitted a number of alternatives for approval <br />by the City Council and the Board of Supervisors; and that <br />staff recommended Alternative No. 2, at a cost of approxi- <br />mately $60,000.00. <br /> <br />Bob Freeman, representing the consultant, described the pro- <br />posed signs as flexible and durable. Using a color coded <br />model, he described the type of signing-to be used in various <br />locations throughout the Civic Center super block, including <br />two master directories, six pedestrian directories, four Civic <br />Center Plaza site signs, and thirty building signs.. <br /> <br />Mr. Freeman's presentation was continued to the Regular Meeting <br />Agenda due to lack of time.
