On the motion of Councilman Evans, seconded by Councilman <br />Ward, the following Resolution was adopted (S-O): <br /> <br />RESOLUTION NO. 75-122 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA AFFIRMING THE <br />ACTION OF THE PLANNING COMMISSION ON VA 75-19 <br />APPROVING SAID VARIANCE APPLICATION FILED BY <br />SOUTH COAST PLAZA - SOUTH COAST VILLAGE - SEGERSTROM. <br /> <br />CA 13.3a <br /> <br />PUBLIC HEARING Mayor Garthe announced <br />VA 75-23 - SAFEWAY STORES, INC. that this was the time <br />(SKAGGS DRUG) and place set by the <br /> City Council for the <br />Public Hearing on the Variance Application of Safeway Stores, <br />Inc. (Skaggs Drug) to allow a roof sign within 300' of an <br />existing pole sign in the C2 and R2B Districts at 1445 So. <br />Main Street. <br /> <br />The Director of Planning reviewed the application and the <br />decision of the Planning Commission. <br /> <br />The motion by Councilman Ward, seconded by Councilman Evans <br />to continue the public hearing of VA 75-23 to September 2, <br />1975, was carried (4-1) with Councilman Yamamoto dissenting. <br /> <br />An earlier motion to receive and file the Determination of <br />Exemption and the Findings of Fact of the Planning Commission <br />made by Councilman Ward, and seconded by Councilman Bricken, <br />failed on a 3-2 vote with Councilmen Yamamoto and Evans <br />dissenting. <br /> <br />A motion to reconsider the matter was made by Councilman <br />Ward, seconded by Councilman Evans, and carried (4-1) with <br />Councilman Yamamoto dissenting. <br /> <br />Dave Hunt, representing Skaggs Drug of Salt Lake City, and <br />H. P. Brennan, of Heath & Company, spoke in favor of the <br />roof sign, but agreed to the continuance of the hearing to <br />September 2, 1975. <br /> <br />CA 13.3a <br /> <br />PUBLIC HEARING Mayor Garthe announced <br />PROPOSED INCREASE IN that this was the time <br />WATER RATES and place for the Public <br /> Hearing on the proposed <br />increase in water rates. Mr. John Stevens, Assistant Public <br />Works Director, stated that because of increased cost of labor <br />and materials, and to keep the Water Department on a self- <br />sustaining basis, a raise in the water rates and rates for <br />certain services performed by the Department are needed; that <br />Santa Ana's rates are still quite favorable as compared with <br />other Orange County cities; that the average water rate in- <br />crease is 7.1%, service fees increase average 31.5%, and main <br />fees average 10.1%. He further stated that the increase being <br />recommended would cost the average residential user an addi- <br />tional $.25 per month or a total of $6.95 per month for 4,000 <br />cubic feet used during a two-month period. <br /> <br />Allen W. Miller, 1400 West Warner, asked how much the indus- <br />trial rate increase would be. Based on his average usage, the <br />Staff estimated 23-25¢ per hundred cubic feet.
