RESOLUTION NO. 75-178 - A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA RECOGNIZING THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA AS THE LEAD AGENCY FOR THE <br />PURPOSE OF PREPARING THE ENVIRONMENTAL IMPACT REPORT FOR THE <br />CITY COUNCIL'S REVIEW AND CONSIDERATION PRIOR TO ACTING UPON <br />THE PROPOSED SALE BY THE REDEVELOPMENT AGENCY OF THE SANTA <br />ANA TOWERS SITE TO NATIONAL HOUSING CONSULTANT, INC., FOR THE <br />CONSTRUCTION OF 200 RESIDENTIAL UNITS FOR SENIOR CITIZENS was <br />adopted on the unanimously approved motion of Councilman <br />Yamamoto, seconded by Councilman Bricken. <br /> <br />Richard Goblirsch, Executive Director of the Redevelopment <br />Agency, stated that the Agency had acquired some six parcels <br />of land; had relocated 35 families; had experienced no prob- <br />lems with the acquisition or re-location; and that with the <br />exception of moving the utilities, the site is ready to convey <br />to the developer. <br /> <br />He further stated that the sales price is $160,000 predicated <br />on a unit price of $800, representing the fair market value <br />for the site. <br /> <br />In response to the Mayor's inquiry, the Clerk reported that <br />there had been no written communications in regard to this <br />public hearing. <br /> <br />The following persons responded to the Mayor's invitation for <br />public comment: <br /> <br />Mr. George Estrada, Vice President of the Delhi Homeowners <br />Association. In response to a series of questions by Mr. Estrada, <br />Mr. Goblirsch stated that the total cost of the property acquired <br />for the site was $500,000; that the proposed project could <br />inflate the value of the surrounding properties; that displaced <br />persons had been relocated and there were no displaced senior <br />citizens who desired residency in the proposed development; <br />that funds borrowed from the west side storm drain project <br />to acquire the site would be reimbursed over a three year period; <br />that 66 parking spaces are adequate for the site because few <br />senior citizens own cars; and that the center of the City's bus <br />transportation system is at Santa Aha Boulevard and Flower <br />Street, within walking Jistance of the project. <br /> <br />Mr. Estrada's objection to a high rise development was countered <br />by Councilman Brandt, who stated that there is not sufficient <br />land to spread out the facility at a reasonable cost. <br /> <br />Mr. Estrada stated that he is opposed to the sale; that it is a <br />giveaway to the developer; that the development is poorly planned <br />and in a bad location; that there is tremendous opposition to <br />redevelopment throughout the State; that redevelopment creates <br />hostility and causes division within the City; that landmarks <br />are being mutilated; and that local taxpayers must underwrite <br />the program.~ He suggested that a moratorium be declared on all <br />redevelopment; and that a City-wide committee of homeowners be <br />established to review and make recommendations on the downtown <br />plan. : <br /> <br />Mr. Billy C. Hall, Executive Director, City Center Association, <br />stated that his organization belongs to the California Downtown <br />Association which encompasses the State of California, and that <br />reports from other cities have shown that projects such as this <br />one planned for Santa Ana have been very successful, and have <br />improved the economic health of the adjoining shopping areas; <br />and also that the people of the Delhi area have categorically <br />rejected any efforts to redevelopment projects in their area. <br /> <br />CITY COUNCIL MINUTES <br /> <br />523 <br /> <br />DECEMBER 15, 19~ <br /> <br /> <br />
