Councilman Brandt announced that Mr. <br />Francis had accepted another appointment as the City's representa- <br />tive to the Orange County Human Relations Commission. Mr. Francis <br />is also serving on the City's Human Relations Commission. CA 52.2 <br /> <br />APPOINTEES TO PERSONNEL BOARD The Clerk of the Council <br />& PROJECT AREA COMMITTEE administered the Oath <br />SWORN IN of Office to Bob Wilder, <br /> as a member of the <br />Project Area Committee, and Clarence Jackson, Personnel Board, <br />after which the Council members gave personal congratulations <br />to each man. CA 82.5 <br /> CA S0.8 <br /> <br />PROCLAM&TION - STAGE BAND '75 The Stage Band '75 <br />EUROPEAN CONCERT TOUR sponsored by Our Lady <br /> of the Pillar Parish <br /> and Our Lady of <br />Cuadalupe Mission and directed by George C. Saucedo, presented <br />four musical selections, after which Councilman Ortiz presented <br />the Mayor's Proclamation "Stage Band '75 European Concert <br />Tour" to highlight the success of this group's invitation to <br />concert in Europe during the summer of 1976. Mr. Ortiz <br />expressed the Council's pride in having such an outstanding <br />musical youth group represent the City of Santa Aha in Europe. <br /> CA 46 <br /> <br />PUBLIC HEARING Mayor Garthe announced <br />APPEAL NO. 559, VA 75-50 that this was the time <br />E.I.R. NO. 74-6 and place for the hearing <br /> of Appeal No. 359, filed <br />by Mrs. Lee M. Kearney, for the Citizens {or Fair Zoning <br />Association, opposing the Environmental Impact Report No. ?4-6, <br />and Variance Application ?S-SO, approved by the Planning Commis- <br />sion on November 24, 1975, for the development of the Lake <br />Dianne apartment project at Fruit Street and Dianne Street. <br /> <br />The Environmental Impact Report and the Variance had been filed <br />by Park Center Corporation. The Variance would.allow parking <br />and portions of two-story apartment buildings in the Ri District <br />and two-story apartment buildings within 150 feet of property <br />zoned Ri in the Ri and R4 Districts on a parcel south of Fruit <br />Street and west of Dianne. <br /> <br />Mr. William Daugherty, Senior Planner, stated that after rehear- <br />ing the matter of the Environmental Impact Report 74-6, and <br />the Variance Application 75-50, a one-page summary sheet was <br />added to the E.I.R. which is a summary comparison of possible <br />land use at the location and the effect of each on the environ- <br />ment. <br /> <br />CITY COUNCIL MINUTES <br /> <br />526 DECEMBER 15, 1975 <br /> <br /> <br />
