HIRING MORATORIUM EXEMPTION The Purchasing and <br />REQUEST - PURCHASING & PROPERTY Property Control <br />OFFICER - APPROVED Officer position was <br /> exempted from the <br />hiring moratorium, and recruitment for the position was <br />authorized, on the unanimously approved motion of Council- <br />man Evans, seconded by Councilman Ward. Council was pro- <br />vided with a report on the position vacancy, dated <br />February 20, from the City Manager. CA 50 <br /> <br />STATUS OF The Assistant City <br />TRASH NEGOTIATIONS Manager reported that <br />ORALLY REPORTED the Staff had reviewed <br /> the data provided by <br />the Contractor, Great Western Reclamation, Inc., on <br />February 9; that the cost data did not include equipment <br />depreciation, lubricants, insurance, executive compensation, <br />overhead and profit, nor was it certified by the Contractor's <br />auditor; that the Contractor was requested by letter to <br />provide the additional information so that the City may <br />determine what impact the twice-yearly Consumer Price Index <br />(CPI) adjustments have had on covering the Contractor's <br />increased expenses. <br /> <br />Mr. Wolford stated further that based on the wage rate informa- <br />tion received, the increase in drivers' wages experienced by <br />the Contractor from December 1970 to December 1975, is nearly <br />equal to his payment received from the City, including CPI <br />adjustments and special labor adjustments, so that the repeal <br />of the Contractor's pay-back feature of the contract would <br />provide the Contractor with added revenue of $43,000 in 1976, <br />which together with the twice yearly CPI adjustments would <br />offset increased labor costs. <br /> <br />The Contractor has been provided with a letter containing the <br />foregoing information, and the City is expecting a response <br />in the very near future, according to Mr. Wolford. CA 11.4 <br /> <br />17TH OF MARCH PARADE <br />FLOAT SPONSORSHIP <br />REFERRED <br /> <br />Staff, on the unanimously approved <br />Ward, seconded by Councilman Evans. <br /> <br /> Possible City sponsor- <br /> ship of a float for <br /> the 17th Day of March <br />Parade was referred to <br />(7:0) motion of Councilman <br /> <br />Prior to the motion, Councilman Bricken stated that the Commit- <br />tee for the 17th Day of March Parade and the Bicentennial Com- <br />mittee have indicated that their ability to attract entrants <br />in the parade would be enhanced if the City were to sponsor a <br />float that would be used in this parade and parades in other <br />communities. He suggested that Staff determine what the costs <br />might be. The Councilman also stated that the Chamber of <br />Commerce has a float chassis.
