ORAL COMMUNICATION - DISPUTE WITH City Attorney Keith <br />EDISON RE SENIOR CITIZENS HOUSING Gow reported <br />AUTHORIZED ESCROW & LEGAL ACTION outcome of a meeting <br /> with Southern Cali- <br />fornia Edison with respect to the need to move the electrical <br />lines located in Second Street between Ross and Birch Streets, <br />the site of the Senior Citizens Housing project; he stated <br />that the Edison Company will only proceed with the removal <br />if the City will place $23,000 in escrow and~execute an <br />agreement for the maintenance of that sum of money in escrow <br />for payment when the disputed rights are determined by the <br />Court. <br /> <br />The City Attorney was authorized to open an escrow for <br />$23,000 and execute an agreement as described, on the motion <br />of Councilman Ward, seconded by Councilman Yamamoto, and <br />carried (6:0) unanimously. <br /> <br />The City Attorney was further authorized to commence a legal <br />action against Southern California Edison Company to determine <br />the rights of the parties relative to payment of the cost of <br />relocation of the Edison facilities in Second Street, on the <br />motion of Councilman Ward, seconded by Councilman Yamamoto, <br />and carried (6:0) unanimously. CA 137.8 <br /> CA 139 <br /> <br />PROCLAMATION - AMERICAN Mayor John Garthe <br />RED CROSS MONTH presented a proclama- <br />PRESENTED tion to Mr. M. W. <br /> Hutchison, proclaiming <br />the month of March as American National Red Cross Month. <br />Mr. Hutchison accepted, and stated he appreciated the Mayor's <br />recognition of the community service of the Red Cross. CA 46 <br /> <br />ORAL COMMUNICATION Mr. Dan Estrada, 1106 <br />YOUNG ADULT PROJECT Rita Way, representing <br />REJECTED; REFERRED the Santa Ana Young <br /> Adult Project, submitted <br />a proposal for a program to deal with juveniles classified as <br />Status Offenders; he stated that he had submitted the plan <br />to the County Criminal Justice Council, but had been told that <br />he would need sponsorship by a city in order to be considered <br />for funding. He requested an opportunity to talk to the City <br />Manager and appropriate Department heads regarding possible <br />sponsorship of the program. <br /> <br />A motion made by Councilman Ward and seconded by Councilman <br />Yamamoto to direct Staff to work with Mr. Estrada consistent <br />with Council opinions on this type of program, was later <br />withdrawn by the maker with the consent of the second. <br /> <br />Sponsorship of the Santa Ana Young Adult Project was rejected <br />on the basis of the information presented to Council at the <br />meeting in an undated letter from Mr. Estrada, on the motion <br />of Councilman Ortiz, seconded by Councilman Evans, and <br />carried (6:0) unanimously. <br /> <br />Following Council discussion and comments by the City Manager, <br />Staff was directed to develop positive alternatives to City <br />sponsorship of such programs, including improved cooperation <br />and communication with responsible County Administrations; <br />and to establish the extent of problems coming out of Santa <br />Aha, and how they are being handled by the various County <br />agencies who are responsible for the programs of probation, <br />health and welfare, on the motion of Councilman Ward, seconded <br />by Councilman Ortiz, and carried (6:0) unanimously.
