CA 73B <br /> <br />PRESENTATION OF TEAM Councilman Ortiz <br />POLICING OBSERVER TEAM welcomed to the City <br />FROM TECATE, BAJA of Santa Ana and <br /> introduced three <br />officers from the Police Department of the City of Tecate, <br />Baja California - the Assistant Police Chief, the Official <br />Secretary and the Traffic Commander. Senor Vargas, the <br />Assistant Police Chief, stated that he and his officers <br />hope to introduce the team policing program to the City of <br />Tacate; that they were here to observe and learn techniques; <br />and that Tecate will be the first Mexican city to initiate <br />team policing. Councilman Ortiz said that t. he City is very <br />happy to be of assistance to its neighbors. CA 151 <br /> <br />PUBLIC HEARING - APPEAL Mayor Garthe announced <br />DENIAL OF TAXI PERMIT that this was the time <br />JIMMIE RAY WALKER -.DENIED and place for the <br /> hearing of the Appeal <br />of denial of taxicab operator's permit filed by Jimmie Ray <br />Walker. <br /> <br />Police Chief Davis stated that following the application of <br />Jimmie Ray Wal-ker for a taxicab operator's permit, a check <br />of his criminal record revealed that he had been arrested <br />and convicted of a felony on April 16, 1975; that under <br />Santa Aha Municipal Code Section 38-22(8), an-application <br />for a taxicab operator's permit must be denied by the Police <br />Chief if the applicant has had a felony conviction during <br />the five year period preceding his application. <br /> <br />Mr. Jimmie RaM Walker, 302 East Chestnut~ was present, and <br />stated that he wished to appeal because he had been dis- <br />charged from the Marine Corps on September 30, 1973; that <br />he was now a college student; and that he was appealing the <br />felony conviction of April 16, 1975; and that he was now <br />unemployed. <br /> <br />Councilman Evans.asked the appellant if he had understood the <br />application, in view of the fact that he had not listed the <br />conviction on his application. Mr. Walker replied that he <br />did understand, but knew he would not get the permit if he <br />listed the conviction. Mayor Garthe emphasized that the Code <br />is designed to protect the safety of our citizens,~and that <br />the!City has a responsibility to get honest people to serve <br />in the capacity of taxicab driver. <br /> <br />When the Mayor asked for any further speakers to this Appeal, <br />there was no response; the Mayor closed the public hearing. <br /> <br />The motion of Councilman Brandt, seconded by Mayor Garthe, <br />carried (6:0) unanimously to affirm the decision of the Police <br />Chief to deny a taxicab operator's permit to Jimmie Ray <br />Walker, and to deny the Appeal.
