Action. Mr. Vogl stated that because of the recent LULAC <br />decision, the Board will be searching for guidelines to <br />judge the City's hiring practices against; and that the <br />Board had developed steps for a pre-hearing Personnel Appeal <br />Conference where both sides would present exhibits, thereby <br />creating an atmosphere for settlement. <br /> <br />Keith Gow, City Attorney, briefly reviewed Judge Ferguson's <br />opinion in the LULAC suit. <br /> <br />Chairman Gr&ce concluded by urging the Council to take <br />action on the Affirmative Action job restructuring requests <br />that had previously been denied. He also suggested that <br />the City Council establish an Executive Advisory Committee <br />to the Council, made up of the Chairmen of all the Boards <br />and Commissions of the City, which would meet four to six <br />times a year, so that the various Chairmen could become <br />better acquainted with the Council, and develop a rapport <br />among themselves, and a good working relationship with Council. <br /> CA 50.8 <br /> CA 80.9 <br /> <br />Mayor Garthe recessed the meeting at 7:00 P.M.; the Council <br />meeting was reconvened by the Mayor at 7:30 P.M. in the <br />Council Chambers, with all Council members present except <br />Councilman Yamamoto. <br /> <br />INVOCATION The Pledge of <br />PLEDGE OF ALLEGIANCE Allegiance to the <br /> Flag was led by <br /> Mayor Garthe, and <br />followed by.the Invocation given by Dr. Norman Conner of <br />the First Christian Church. <br /> <br />CA 80.17 <br /> <br />COMMUNITY SPOTLIGHT . Mrs. Clara Baldwin, <br />"RAY OF HOPE" representing the <br /> "Ray of Hope", stated <br /> that the organization <br />was founded one and one-half years ago by Mrs. Betty Hill <br />and her daughter, Debbie, when they discovered that a great <br />deal was being done for handicapped children, but adults <br />were not accepted or helped, and were having a difficult <br />time; that the "Ray of Hope" conducts activities such as <br />dances, camping trips, beach parties, hay rides, and other <br />social activities; and that to be a participant in bringing <br />joy to handicapped adults was particularly rewarding. <br /> <br />Mayor Garthe presented a City Seal tile to the "Ray of }{ope" <br />and stated that Mrs. Baldwin's group was certainly meeting <br />the challenge of Santa Aha, and that he hoped they would <br />continue serving the community for this special group of <br />citizens. CA 9.3 <br /> <br />SPECIAL PRESENTATION Mayor Garthe stated <br />UNITED WAY COMMUNITY that the City of <br />LEADERSHIP CITATION Santa Aha had. been <br /> honored for topping <br />all past. records for donations to the United Way this year. <br />He presented the commendation certificate to Richard Santo, <br />President of the Employees Association, stating that it <br />was his great pleasure to present the Citation.
