MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />March 23, 1976 <br /> <br />The meeting was called to order at 5:00 P.M. by Mayor John <br />Garthe in the City Council Chambers, 22 Civic Center Plaza. <br />The following Council members were present: David F. Ortiz, <br />Harry K. Yamamoto, Vernon S. Evans, David L. Brandt, James <br />E. Ward and Mayor John Garthe. Councilman Gordon Bricken <br />arrived at 5:15 P.M. during the meeting of the Community <br />Redevelopment Agency. Also present were City Manager Bruce <br />C. Spragg~ City Attorney Keith L. Gow~ Director of Public <br />Works John Stevens, Police Chief Raymond C. Davis, Executive <br />Director for Redevelopment Richard Goblirsch, Fire Chief <br />Eugene Judd and Clerk of the Council Florence I. Malone. <br /> <br />RECESS Council recessed to convene <br />REDEVELOPMENT AGENCY the Special Meeting of the <br /> Community Redevelopment <br /> Agency at 5:02 P.M., and <br />reconvened at 6:50 P.M. with all Council members present. <br /> <br />BID CALLS On the unanimously carried <br />SPEC. 76-009 ~ 76-010 (7:0) motion of Councilman <br />APPROVED Evans, seconded by Council- <br /> man Brandt, Council approved <br />plans and specifications and authorized advertisement for <br />bids on the following: <br /> <br />SPEC. 76-009 - Safety Conversion Equipment <br />for Fire Department required by OSHA. <br /> <br />SPEC. 76-010 - Replace apparatus doors <br />at Fire Station #5 and repair apparatus <br />door at Fire Station #1. <br /> <br />CA 89 <br /> <br />AGREEMENT FIRE STATION #4 The following Agreement <br />ARCHITECTURAL SERVICES was approved and its <br />APPROVED execution by the Mayor <br /> and Clerk was authorized <br />on the unanimously (7:0) carried motion of Councilman <br />Evans, seconded by Councilman Brandt: <br /> <br />ARCHITECTURAL SERVICES - Between City and <br />Hippe & Randell for Fire Station #4 to be <br />constructed at Flower Street and Glenwood <br />Place. <br /> <br />A-76-27 <br /> <br />HIRING MORATORIUM EXEMPTION The following Police Depart- <br />POLICE DEPARTMENT ment positions were exempted <br />APPROVED from the hiring moratorium <br /> on the approved motion (6:1) <br />of Councilman Brandt, seconded by Councilman Yamamoto, with <br />Councilman Evans dissenting: <br /> <br />Police Officers - Team Policing <br />Word-Processing Clerk Typists <br />Police Service Officer <br />Emergency Services Dispatcher <br /> <br />CITY COUNCIL MINUTES <br /> <br />119 <br /> <br />MARCH 23, 1976 <br /> <br /> <br />
