Belmont, Recording Secretary <br /> <br />MINUTES <br />APPROVED <br /> <br />The full reading of Minutes <br />of the regular meeting of <br />October 2,1978 was waived and they were approved as mailed on the <br />unanimously carried 5:0 motion of Commissioner Evans, seconded by Com- <br />missioner Ward. <br /> <br />The monthly report for the <br />Section 8 Rental Assistance <br />Payments Program dated Sep- <br />tember 19, 1978 indicating <br />that 403 of the 613 units <br />authorized by the Department of Housing and Urban Development (HUD) <br />were under lease as of September 1,1978, was received and filed on <br />the unanimously carried 5:0 motion of Commissioner Evans, seconded <br />by Commissioner Ward. <br /> <br />REPORT OF SECRETARY <br />SECTION 8 RENTAL ASSISTANCE <br />PAYMENTS PROGRAM <br />RECEIVED AND FILED <br /> <br />As recommended in the report <br />dated September 26,1978, pre- <br />pared by Peter A. Grams, the <br />report of the HUD Review of <br />Santa Ana Towers was received and filed on a carried 5:0 motion by Com- <br />missioner Evans, seconded by Commissioner Ward. This inspection is part <br />of the overall HUD mandate in which periodic inspections are made of all <br />approved projects and programs receiving federal assistance. <br /> <br />NEW BUSINESS <br />REPORT: HUD REVIEW OF SANTA <br />ANA TOWERS PROJECT <br /> <br />The results of the inspection were detailed in two letters from the <br />Los Angeles HUD Office. One inspection was directed at the physical <br />plant and condition of the individual units, and the second part of the <br />HUD review took in the administration and management of the project. <br /> <br />1. <br /> <br />Engineering Review: The overall finding by HUD and Housing <br />Authority staff was positive. Some of the corrections required <br />were: hall carpeting in a few areas had rolls and ripples, <br />some exit signs needed light bulbs, minor adjustments are re- <br />quired to air conditioning unit on roof, and the reflecting <br />pool had no operable circulating pump. Also, security measures <br />are required for ground floor apartment windows and patio doors. <br />
