<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />HOUSING AUTHORITY <br /> <br />-2- <br /> <br />NOVEMBER 6,1978 <br /> <br />2. <br /> <br />Administration/Management Review: A thorough review of the <br />personnel policies building security measures, certification <br />process for applicants, rent collection procedures, and secu- <br />rity deposits and lease documents. The following corrections <br />were requested: security deposits no longer required by Sec- <br />tion 8 regulations and should be paid to three tenants who <br />previously paid them; security coverage for evening and week- <br />end periods should be instituted; and a Certificate of Assists <br />form is required for each tenant file. <br /> <br />Mr. Charles Peters, President of National Housing Consultants, Inc., <br />responded to the two HUD letters with his own correspondence dated <br />September 19 and 20,1978. The response letter to the HUD Engineering <br />Review was very positive and Mr. Peters concurred with the findings <br />in most cases. He did not agree with the following: equiping all <br />exit doors with panic hardware; installation of additional security <br />measures to ground floor windows and patio doors; and replacement of <br />circulating pump for reflection pool. <br /> <br />In Mr. Peters' letter to the HUD Management Review, he also responded <br />to most of the HUD findings in a positive fasion. One major area of <br />disagreement exists, that of building security measures, and this will <br />have to be researched more in detail before the Housing Authority can <br />accept Mr. Peter's position. <br /> <br />Councilman Harry Yamamoto commented on the Senior Citizens Project <br />(Santa Ana Towers). He asked why the Housing Authority staff took <br />so long in making the inspection, why was it not made sooner. (i.e. If <br />a senior citizen has problems with his carpet, must he wait nine <br />months or until another inspection before it is repaired) and was <br />this inspection/review an expense to the Housing Authority Commission. <br /> <br />Mr. Manuel Rede, Executive Director, answered Councilman Yamamoto's <br />questions by stating that quarterly reports are being made to the <br />Housing Authority to the progress of the Santa Ana Towers and that <br />the inspection/review was made by HUD at no expense to the Santa Ana <br />Housing Authority Commission. <br /> <br />NEW BUSINESS <br />RESOLUTION NO. 78-3 <br />A RESOLUTION OF THE HOUSING AUTHORITY <br />OF THE CITY OF SANTA ANA CHANGING THE <br />REGULAR MEETING TO THE FIRST MONDAY <br />OF EACH MONTH <br /> <br />A RESOLUTION OF THE HOUSING <br />AUTHORITY OF THE CITY OF <br />SANTA ANA CHANGING THE REGULAR <br />MEETING TO THE FIRST MONDAY OF <br />EACH MONTH was adopted on an <br />unanimously carried 5:0 motion <br />of Commissioner Evans and sec- <br /> <br />onded by Commissioner Ward. <br /> <br />ADJOURNMENT At 2:17 p.m., the meeting was <br />adjourned on the unanimously <br />carried 5:0 motion of Commissioner Ward, seconded by Commissioner Bricken. <br /> <br /> <br />~~ ~. ßJ~ff <br />Mary C Be mont <br />Recording Secretary <br />
