Evans in the absence of Chairman David <br />F. Ortiz and Vice-Chairman Gordon Bricken, in the City Council Chambers, 22 Civic <br />Center Plaza, Santa Ana. <br /> <br />Present <br /> <br />Harry K. Yamamoto <br />Vernon S. Belmont, Recording Secretary <br /> <br />The full reading of Minutes of the <br />Regular Meeting of December 4, 1978 <br />was waived and they were approved as <br />mailed on the unanimously carried 5:0 motion of Commissioner Brandt, seconded <br />by Commissioner Garthe. <br /> <br />MINUTES <br />APPROVED <br /> <br />The monthly report for the Section 8 <br />Rental Assistance Program dated Novem- <br />ber 21, 1978 indicating that 417 of <br />the 613 units authorized by the De- <br />partment of Housing and Urban Develop- <br />ment (HUD) were under lease as of November 1, 1978, was received and filed on <br />the unanimously carried 5:0 motion of Commissioner Garthe, seconded by Com- <br />missioner Brandt. <br /> <br />REPORT OF SECRETARY <br />SECTION 8 RENTAL ASSISTANCE <br />PAYMENTS PROGRAM <br />RECEIVED AND FILED <br /> <br />A report dated November 27, 1978 and <br />written by Mr. Peter A. Grams stating <br />basically this report was only a follow <br />up to the HUD Review of the Santa Ana <br />Towers Project that took place late <br />summer in 1978, was received and filed on the unanimously carried 5:0 motion of <br />Commissioner Yamamoto, seconded by Corrmissioner Brandt. <br /> <br />The October report basically showed that the HUD inspection was a positive one <br />regarding the physical condition of the building and the management of the pro- <br />ject. Of the HUD recommendations for certain improvements, the owner, Mr. Charles <br />Peters, indicated that corrections had been made except for a security guard re- <br />quirement. <br /> <br />NEW BUS INESS <br />REPORT: FOLLOW UP TO HUD <br />REVIEW OF SANTA ANA TOWERS <br />PROJECT <br /> <br />As a result of the difference of opinion regarding the need for a security guard <br />at the Towers, the Executive Director, Mr. Manuel A. Rede, asked to meet with <br />Mr. Peters and his project director, Mr. Alvin Burrell, to discuss and review <br />the existing staffing and procedures that the Towers had for security arrangements. <br />Mr. Peters explained in detail the coverage he had instituted through the employ- <br />ment of two residents and the use of portable beepers connected to the emergency <br />call system. With this coverage, Mr. Peters believes that a security guard arrange- <br />
