As of this date, no <br />response has been received from HUD as to the final resolution of the matter. <br /> <br />NEW POSITION <br />AGREEMENT FOR CONTRACT <br />SERVICES <br /> <br />A report dated November 28, 1978 and <br />written by Mr. Manuel A. Rede, Execu- <br />ti ve Di rector, recommending approval <br />on the Agreement contract in the amount <br />services performed by Mr. Edward Flores, was approved <br />5:0 motion of Commissioner Yamamoto, seconded by <br /> <br />of $1,543.80 for temporary <br />on the unanimously carried <br />Commissioner Brandt. <br /> <br />Two of the seven Housing Authority positions, including the position of Housing <br />Coordinator, were ~acant, thus creatine¡ a severe diffic\Jav in milintilinina <br />effective levels of service to the community. Mr. Edward Flores, formerly Hous- <br />ing Coordinator for the Santa Ana Housing Authority, agreed to perform and/or <br />supervise under a temporary agreement at his former hourly rate of pay ($9.68), <br />for a term not to exceed 60 days. <br /> <br />Mr. Flores served for a period of 20 working days for a total of 160 hours, <br />which amounted to $1,548.80 in full. Mr. Flores' services were invaluable and <br />enabled the Authority to continue operations at a high level of effectiveness. <br /> <br />NEW POSITION <br />PRIMARY INSURANCE <br />COVERAGE FOR HOUSING <br />AUTHORITY ACTIVITY <br /> <br />A report dated November 27, 1978 and <br />written by Karen Adams, Risk Management, <br />recommendi ng that the Santa Ana Hous i ng <br />Authority approve the purchase of primary <br />liability insurance from the Great American <br />Insurance Company for $3,145 and extend authority to have such coverage bound im- <br />mediately by the City's insurance broker, Alexander & Alexander was approved on <br />the carried 5:0 motion of Commissioner Yamamoto, seconded by Commissioner Brandt. <br /> <br />The City of Santa Ana established a self-insurance program for its public liability <br />in 1976 and currently maintains this program at a self-insured retention of $500,000. <br />The Housing Authority of the City of Santa Ana is named insured under this policy <br />and is afforded the comprehensive coverage provided by it. <br /> <br />The Housing Authority did not have the financial capacity necessary to participate <br />in the self-insured aspects of the City's liability program. Therefore, it was <br />felt that the procurement of primary comprehensive general and automobile liability <br />insurance (coverage from $0 to $500,000) was indicated as being the most economically <br />feasible way for the Housing Authority to maintain adequate liability protection in <br />the otherwise self-insured first layer of the overall program. <br /> <br />Of the seven companies contacted, three submitted quotations: <br /> <br />Great American Insurance Company $3,145.00 <br />Hartford Insurance Company $3,153.00 <br />Home Insurance Company $3,215.00 <br /> <br />It was recommended that the lowest of the three quotations, Great American Insurance <br />Company, be accepted.
