Canmissioner Serrato also asked if the SAIIA advertised, even if there were no Cer- <br />tificates available, (i.e., one-bed roan housin:}). Mr. Rede canmented that we do <br />advertise, but only for those bedroan sizes available and we do let the public know <br />that the one-bedroans are presently not available. Canmissioner Serrato canmented <br />about the new Federal law and HUD regulation which may require that we take appli- <br />cations for all sizes of units even if Certificates are not available for all bedroan <br />sizes. Canmissioner Serrato requested that Mr. Rede investigate the matter. <br /> <br />Camlissioner Serrato asked if the SABA was servicing senior citizens. Mr. Rede <br />ccmnented that we were under "New Construction" and also the Wycliff 'lbwers was <br />federally assisted. He stated that there were about 600 Federally assisted housing <br />units for senior citizens, but not all under the Section 8 Leased Ibusing Program, <br />per se. In other words, the Section 8 Program is not specifically designated for <br />senior citizens, but many of them are served by it. Canmissioner Ward canmented <br />that under the Section 8 Program, the conversion of Mobile lkInes would also serve <br />senior citizens. Mr. Rede stated that, as has been the case with Section 8 Leased <br />Program, much of the housing assistance for i1Pbile hanes will be for senior citi- <br />zens. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Canmissioner Markel canmented that the Section 8 Housing Assistance Program seemed <br />to him to be a "mini Welfare Program." He asked why the City did not turn all this <br />available l1Pney and/or housing to the Welfare and they would service the people <br />better than the City every could. He stated that he would abstain fran voting for <br />the appro.ral of this report to be received and filed, since he did not agree with <br />the program. Also, Camnissioner Markel canmented that he did not understand the <br />Section 8 Housing Assistance Program and Canmissioner Ward and Chairman Luxembourger <br />asked him to see the Executive Director of the SABA for full and thorough explana- <br />tion of the program, at his convenience. <br /> <br />UNFINSIHED BUSINESS - none <br /> <br />'!he report of the Santa Ana Rehabilitation <br />Loan Prograrrv'Pranissory Note of April ll, <br />1979, written by Mr. Al Scales, Property <br />Rehab Supervisor, requesting authorization <br />for the Chairman of the Santa Ana Housing Authority to execute a Pranissory Note in <br />the amount of $140,000 to be deposited at United Califoria Bank (UCB), was unani- <br />l1Pusly appro.red on a 7:0 carried l1Ption of Canmissioner Yam3I!Dto,.seconded by Cern- <br />missioner Ward. . <br /> <br />NEW BUSINESS: <br />SANI'A ANA REHABILITATICN <br />WAN PRX;RAM - PlU-IISSORY 00l'E <br /> <br />Mr. Rede stated that all Rehab Loan Program funds are now presently encumbered and <br />that this additional $140,000 is required to continue the program through the re- <br />mainder of the fiscal year. He further stated that these funds are "drawn down" by <br />pranissory note only as they are needed.
