<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />8 <br /> <br />. <br /> <br />MINUTES <br />HOUSING aUTHORITY OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br />November 5,1979 2:00 P.M. <br /> <br />The Regular Meeting of the Housing Authority of the City of Santa Ana <br />was called to order at 2:10 D.m. by Vice-Chairman Serrato in the <br />City Council Chambers, 22 Civic Center Plaza, Santa Ana, California. <br />After the pledge to the flag and invocation, roll was called: <br /> <br />PRESENT <br /> <br />Al Serrato - Vice Chairman <br /> <br />Commissioners <br /> <br />Gordon Bri cken <br />Daniel Griset <br />J. Ogden Markel <br />James E. Ward <br />Harry K. Yamamoto <br /> <br />Vice-Chairman Serrato Presided in the absence of Chairman Luxembourger. <br /> <br />The following Staff were present: <br /> <br />Keith Gow, City Attorney <br />Peter A. Grams, Housing Administrator <br />Johnnie M. Ford, Recording Secretary <br />David Ream, Assistant Executive Director <br />Manuel Rede, Deputy City Manager <br />Dan Stone, Assistant City Manager <br /> <br />MINUTES The Minutes of the October 1,1979 <br />APPROVED Regular Meeting were unanimously <br />approved 6:0 on the MOTION of <br />Commi ss i oner Bri cket, seconded by Commi ss i oner Gri set. <br /> <br />HUD NOTICE - TENTATIVE <br />FUNDING LEVELS FOR SECTION <br />312 PROGRAM - RECEIVE AND <br />FILE <br /> <br />The Tentative Funding levels for <br />Section 312 program was received <br />and fil ed on a MOTI ON by Commi ss i oner <br />Bricken, seconded by Commissioner <br />Griset. The motion carried una- <br /> <br />imously6:0 wit~ no discussion. <br /> <br />MONTHLY REPORT: SECTION 8 <br />HOUSING ASSISTANCE PAYMENTS <br />PROGRAM - RECEIVE AND FILE <br /> <br />The Monthly Section 8 Report was received <br />and filed on a MOTION by Commissioner <br />8ricken, seconded by Commissioner Griset. <br />The motion carried unanimously 6:0 with <br /> <br />no discussion. <br /> <br />NEW BUSINESS <br /> <br />REVISION OF BY-LAWS FOR <br />HOUSING AUTHORITY - <br />RESOLUTION 79-3 - APPROVEQ <br /> <br />Mr. Peter Grams summarized the changes <br />to the By-Laws, the major of which is <br />the designation of Finance Director as <br />Treasurer of the Housing Authority. A <br />MOTION was made by Commissioner Bricken, seconded by Commissioner Ward and <br />carried unanimously 6:0 on a roll call vote to adopt Resolution 79-3. <br /> <br />Commissioner Markel initiated a discussion regarding the Section 8 monthly <br />Report. He asked for clarification on the definition of the terms: Units <br />Allocated, Units Under Lease and Net Gain/Loss. Vice-Chairman Serrato ex- <br />plained the various categories to Cåmmissioner Markel's satisfaction. <br />
