<br />J . <br /> <br />. <br /> <br />Mr. Grams spoke on the Bi-annual audit <br />required by HUD for the period of July, <br />1977 to June, 1979 on Section 8 Existing <br />new construction (Santa Ana Towers) <br />programs. The staff recommended the firm of Alexander Grant and Co. for the <br />audit on the basis that they are the low bidders. Commissioner Markel <br />brought up the issue of location of the firm. Alexander Grant is located in <br />Newport Beach. Commissioner Markel expressed his belief that the city should <br />patronize business located within the city. Commissioner Ward expressed his <br />desire to support local businesses when it is a responsible action to take. <br />Commissioner Yamamoto voiced an opinion in support of the low bid.
