The Planning Department budget indicated the deletion of four <br />regular full time positions during 1975-76 fiscal year. Some <br />of the unfunded needs include code enforcement programs, zoning <br />code revisions, industrial code study. With the aid of statisti- <br />cal comparison charts, Mr. Tayco pointed out that Santa Ana has <br />fewer Planners per capita among the State's 20 largest cities, <br />as well as among Orange County cities. <br /> <br />Council discussed the proposed Bristol Street widening (Project <br />1378 and 1581) with Staff. The Director of Public Works, John <br />Stevens, stated that a number of neighborhood meetings had been <br />held during which the homeowners declared that the widening was <br />not necessary; that the Project is part of the program to widen <br />the arterial system throughout the City; that if the Projects <br />are not undertaken, the City will lose $32S,000 in AHFP funds <br />because the funds cannot be applied to another Project; and that <br />it requires Council action to eliminate the Projects. <br /> <br />COMMUNITY SERVICES Deputy City Manager <br />PROPOSED BUDGET Manuel Rede referred <br /> to pages 43 - 48, 87 111, <br /> 12S - 138, 163 172, <br />21S - 226 relating to Community Relations, Community Centers, <br />Human Relations Commission, Bowers Museum, Recreation and Parks, <br />Library, and CETA budgets. He also called Council's attention <br />to Enclosure 2 of the Budget, which is a listing of critical <br />unfunded capital needs, noting that items 11 20, excluding <br />13 and 16, pertained to his departmental operations. He stated <br />that item 14, construction of a branch library, now appears <br />feasible through the possible combination of Community Develop- <br />ment and General Revenue Sharing funds, plus the Library Reserve <br />Mund, and he recommended that Council approve the construction <br />for fiscal year 1976-77. <br /> <br />Mr. Rede also commented that SB 174 allocates certain bond <br />moneys to the cities, and it is estimated that Santa Ana's <br />entitlement would be $110,000, which would require a match of <br />approximately $51,000 to fund another critical capital project <br />for parks acquisition, development or maintenance. He recom- <br />mended appropriation of the matching funds. <br /> <br />Referring to the Community Centers, Mr. <br />statement of the two community centers <br />close, at a cost of $28,280. <br /> <br />Rede recommended rein- <br />previously scheduled to <br /> <br />Plans for phasing down the City's active participation in the <br />CETA Program were described by the Deputy City Manager, so that <br />funds can be redistributed to other community agencies.
