MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 10, 1976 <br /> <br />The meeting was called to order by Mayor Garthe at 8:00 A.M. <br />in Room 831 of the City Hall, 20 Civic Center Plaza. Ail <br />Council members were present. <br /> <br />RECESS At 8:05 A.M. Council <br />EXECUTIVE SESSION recessed for an Execu- <br /> tive Session for <br /> consideration of legal <br />and personnel matters; Council reconvened at 10:lS A.M. with <br />all Council members present except Councilman Evans. <br /> <br />Also present were the following Staff members: City Manager <br />Bruce Spragg, Police Chief Davis, Fire Chief Ray Bachtelle, <br />Director of Finance Larry Shaffer, Deputy Manager for Community <br />Services Manuel Rede, Director of Recreation and Parks Robert <br />Gresham, City Attorney Keith Gow, Deputy City Manager David <br />Tayco, and Clerk of the Council Florence I. Malone. Lynn <br />O'Dell of "The Register" was also present. <br /> <br />PROPOSED BUDGET City Manager Bruce <br />FISCAL YEAR 1976-77 Spragg distributed a <br />REPORT OF CHANGES RECEIVED report dated July 19, <br /> 1976 describing <br />possible changes to the preliminary Budget resulting from <br />Council decisions at previous budget study sessions, assessed <br />valuation confirmation, carry over balances, and mandatory <br />expenditures, including special election costs, refuse con- <br />tract charges, legal fees and additional personnel costs. CAGSB <br /> <br />PROPOSED BRISTOL STREET Councilman Ward's <br />WIDENING FUNDS TRANSFERRED motion to delete <br /> Projects 1378 and <br /> 1581, Bristol Street <br />Widening from First Street to Seventeenth Street and <br />Seventeenth Street to Garden Grove Freeway, respectively, <br />from the Budget (a total of $3?5,000), and to place them <br />in the contingency fund for select street projects, was <br />seconded by Councilman Brandt and carried (S:l), with Mayor <br />6arthe dissenting. <br /> <br />The motion followed an oral report by Director of Public <br />Works John Stevens, which augmented his written report on <br />the status of the proposed widening of Bristol Street from <br />First Street to the Garden Grove Freeway. He described <br />neighborhood opposition and the ramifications of postpone- <br />ment or abandonment of the widening projects; and recommended <br />a public hearing on the subject as soon as possible.
