Councilman Brandt dissenting. At the same time, Council
<br />agreed informally to delete Item 5, the $1,000,000 of anti-
<br />cipated additional General Revenue Sharing, in considering
<br />further Budget amendments, reducing the cumulative total in
<br />additional revenue on the report from $1,452,100 to $452,100,
<br />and to amend the Budget to include the Revenue Sharing Funds
<br />at such time as they may be received.
<br />
<br />Item 16, a 2¢ reduction in the tax rate, from $1.61 to $1.59,
<br />was unanimously approved (6:0), on motion of Councilman Bricken,
<br />seconded by Councilman Ortiz.

<br />Item 17, restoration of eight positions in the Fire Department
<br />-was unanimously (6:0) approved, on motion of Councilman Brandt,
<br />seconded by Mayor Garthe.
<br />
<br />Item 18, repowering of four fire vehicles in lieu of replace-
<br />ment of engine number seven, was unanimously approved (6:0)
<br />on motion of Councilman Brandt, seconded by Councilman Ward.
<br />
<br />Item 19, the Fire Master Plan, was unanimously approved (6:0),
<br />on motion of Councilman Brandt, seconded by Councilman Ward.
<br />
<br />Item 20, elevator repairs, was unanimously approved (6:0), on
<br />motion of Councilman Ward, seconded by Councilman Brandt.
<br />
<br />Item 24, additional funds for the Man In Washington Program,
<br />was approved on motion of Councilman Brandt, seconded by
<br />Councilman Bricken, and carried (5:1), with Councilman Ortiz
<br />dissenting.

<br />Item 27, Senior Citizens Center operating fund to keep E1
<br />Salvador and West Center open, was unanimously approved (6:0),
<br />on motion of Councilman Bricken, seconded by Councilman Yamamoto.
<br />
<br />Stems 21 through 52, except for Items 24 and 27, were approved
<br />as representing the critical unfunded items which will be con-
<br />sidered for funding at a public hearing at the time the Revenue
<br />Sharing Funds are made available to the City, on the unanimously
<br />approved C6:0) motion of Councilman Ward, seconded by Councilman
<br />Bricken.

<br /> Prior to the final motion, Mr. Tom~'McMichael suggested that
<br /> Council delete Item 21, the West Branch Library, from the
<br /> :BUdget, cut 1-1/2¢ off the tax rate, and save the $435,000
<br /> necessary for construction. He stated that it was not so much
<br />~ a question of the construction costs, but rather a question of
<br /> maintenance of the installation for perpetuity; that the
<br /> McFadden Branch operating costs go up $25,000 every year; and
<br /> that the northeast and southwest areas of the City will also
<br /> be requesting branches. Staff agreed that the matter of the
<br /> library would be considered at a public hearing on all of the
<br /> General Revenue Sharing items. CA 65B
