PURPOSES, EXCLUSIVE OF BONDED INDEBTEDNESS; AND <br />FIXING THE AMOUNT OF REVENUE FROM PROPERTY TAXES <br />NECESSARY TO PAY THE BONDED INDEBTEDNESS OF THE <br />CITY IN SAID FISCAL YEAR. <br /> <br />On the unanimously carried (7:0) motion of Councilman Bricken, <br />seconded by Councilman Ward, the following ordinance was <br />placed on first reading: <br /> <br />ORDINANCE NO. NS-1509 - AN ORDINANCE OF THE CITY <br />OF SANTA ANA FIXING THE RATE oF,AND LEVYING, <br />TAXES ON ALL TAXABLE PROPERTY IN THE CITY FOR ALL <br />MUNICIPAL PURPOSES, INCLUDING AMOUNTS REQUIRED <br />FOR PAYMENT OF INTEREST AND SINKING FUNDS FOR THE <br />BONDED INDEBTEDNESS OF THE CITY PAYABLE IN THE <br />FISCAL YEAR BEGINNING JULY 1, 1976 AND ENDING <br />JUNE 50, 1977. <br /> <br />Councilman Ward's motion, seconded by Mayor Garthe, to end <br />the hiring moratorium was defeated (3:4), with Councilmen <br />Brandt, Evans, Ortiz and Bricken dissenting. <br /> <br />A subsequent motion to maintain the hiring moratorium until <br />such time as Council takes action to end it, made by Council- <br />man Brandt, seconded by Councilman Evans, carried (4:5), <br />with Councilmen Ward and Yamamoto and Mayor Garthe dissenting. <br /> CA 65 <br /> 'CA 50 <br /> <br />B <br /> <br />APPROPRIATION ADJUSTMENT #1 On the motion of Council- <br />SUMMER YOUTH PROGRAM man Ward, seconded by <br />APPROVED Councilman Evans, and <br /> carried C7:0) unanimously, <br />the application to the Orange County Manpower Commission for <br />the allocation of Federal funding for the Summer Youth Program <br />in the amount of $15,042, and Appropriation Adjustment #1 to <br />establish the revenue and operational accounts were approved. <br /> CA 65.5 <br /> <br />APPROPRIATION ADJUSTMENT #2 Appropriation Adjustment <br />JIIVENILE DIVERSION PROGRAM #2 to establish the <br />APPROVED accounts for the receipt <br /> and expenditure of <br />9ederal Grant Funds for the Major Diversion Program - Juvenile <br />was. approved on the motion of Councilman Ward, seconded by <br />Councilman Bricken, and carried C6:1), with Councilman Evans <br />dissenting. CA 65.3 <br /> <br />PUBLIC HEARING Mayor 6arthe announced <br />HRC STAFF STUDY - SIZE & FUNCTION that this was the time <br />COMMITTEE ESTABLISHED and place for the public <br /> hearing of the Staff <br />Study on the size and function of the Human Relations Commis- <br />sion. <br /> <br />Deputy City Manager, Manuel Rede~ stated that the Staff had <br />conducted a study of other cities to determine how our Human <br />Relations Commission compares to other Commissions; that the <br />questions are complex and might better be dealt with by an <br />ad hoc committee designated by the Council. <br /> <br />Mildred Cobb, past Chairman of the Human Relations Commission, <br />stated that she would favor an ad hoc committee to help define <br />the status of the Commission. <br /> <br />Michael McNulty, 1856 North Spurgeon, asked whether the persons <br />for the committee had been selected; he received an answer of <br />"No". <br /> <br />CITY COUNCIL MINUTES 276 JULY 19, 1976 <br /> <br /> <br />
