ORDINANCE NS-1312 - AN ORDINANCE OF THE-CITY <br />OF SANTA ANA APPROVING AMENDMENT APPLICATION <br />NO. 741 FILED BY BERT WEBB AND KING MANOR, INC., <br />RBZONING PROPERTY FROM THE C2 (GENERAL COMMERCIAL) <br />DISTRICT'TO THE R2-PRD (PLANNED RESIDENTIAL <br />DEVELOPMENT) DISTRICT, AND AMENDING SECTIONAL <br />DISTRICT MAP 25-5-10. <br /> <br />CA 10 <br /> <br />PUBLIC HEARING - STREET ALIGN- Mayor Garthe announced <br />MENT 1SB , FLOWI~R ST. - APPROVED that this was the time <br />ORD. NS-1313 -FIRST READING and place for the public <br /> hearing of the Negative <br />Declaration and Specific Plan for Street Alignment No. 1SB - <br />Flower Street between Civic Center Drive and Seventeenth Street. <br /> <br />Public Works Director John Stevens stated that on May 17 he <br />brought before the Council the proposal to reduce the width <br />of Flower Street from 64 feet to S8 feet, thus.eliminating <br />the'need for 6 feet on the easterly side of the street; that <br />the new alignment would allow for clearance of all the build- <br />ings on the easterly side of the street effecting a savings <br />of $150,000, $114,000 in right of way costs, and $36,000 in <br />construction costs; that instead of a raised median, there <br />will be a painted 10 foot channelization with adjacent lanes <br />11 feet wide; that the painted channelization will allow <br />turns into driveways; and that the Planning Commission recom- <br />mends approval. <br /> <br />Those speaking in opposition to the specific street alignment <br />of Mlower Street between Civic Center Drive and Seventeenth <br />Street were: <br /> <br />Irene Pimental, 1416 South Flower <br />Helen Younger, 41510 Orange Place, <br />Sue Reed, 1420 North Flower <br /> <br />Hemet <br /> <br />The objections were to.the loss of the-parkway trees, to the <br />taking of property from both sides, and acquisition costs; <br />and that more consideration is being given to the movement <br />of traffic than to the quality of life. <br /> <br />There were no further speakers; Mayor Garthe closed-the public <br />hearing. <br /> <br />Councilman Ward said that Flower Street is one of the prettiest <br />in the City; that he has been to the Park Board stating his <br />concern about preserving the character of the street. <br /> <br />Councilman Bricken said that trees are a renewable resource, <br />but that maybe Staff has not taken a very creative look at <br />the question; that Staff might consider some 0thor form of <br />treatment, mounding or berming, to give some esthetic quali- <br />ties on the side of the street; that he would like to see if <br />Staff can treat the parkway rather than planting three-year <br />old trees, give it a little more "oomph" and preserve the <br />quality by doing something a little bit more than what is <br />planned; and that in the long run the street has to be widened. <br /> <br />Councilman Evans stated that maybe the money could be used <br />elsewhere to provide routes to the downtown area and Civic <br />Center.
