H:IRING MORATORIUM Twenty of the positions <br />EXEMPTION REQUESTS recommended for exemption <br />20 APPROVED; 14 CONTINUED from the hiring moratorium <br /> by the City Manager in <br />a July 28, 1976 report prepared by Jed Christensen were <br />authorized for recruitment and hiring, while the balance of <br />the requests will be reconsidered at the August 16, 1976 meet- <br />ing, on the unanimously approved (4:0) motion of Councilman <br />Bricken, seconded by Mayor Garthe. The approved exemptions <br />were: <br /> <br />1 Maintenance and Construction Man - Water Division <br />2 Police Officers - Team Policing <br />5 Police Officers Investigation Division <br />3 Motorcycle Officers - Traffic Division <br />8 Firefighters <br />1 Assistant City Attorney <br /> <br />A previous motion to continue all requests to August 16, 1976 <br />made by Councilman Ortiz and seconded by Councilman Bricken was <br />withdrawn by the maker and second. CA 50 <br /> <br />SPECIAL MUNICIPAL ELECTION As recommended by Clerk <br />NOVEMBER 2, 1976 of the Council Florence <br />AUTHORIZED IMPLEMENTATION I. Malone in her July 29, <br /> 1976 report concerning <br />five ballot measures proposing fourteen Charter amendments <br />authorized by Council at its July 27 meeting, the following <br />resolution was adopted on the motion of Councilman Bricken, <br />seconded by Councilman Yamamoto, and carried (4:0) unanimously: <br /> <br />RESOLUTION NO. 76-93 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA REQUESTING THE <br />BOARD OF SUPERVISORS OF ORANGE COUNTY TO CONSOLIDATE <br />THE SPECIAL ELECTION OF THE CITY OF SANTA ANA WITH <br />THE GENERAL ELECTION TO BE HELD ON NOVEMBER 2, 1976. <br /> <br />Council proceeded with a discussion concerning the writing of <br />arguments for the proposed ballot measures. Following comments <br />from the Clerk of the Council regarding the order in which she <br />is required to accept arguments filed with her for the elec- <br />tion, the following action was taken: <br /> <br />On the unanimously approved (4:0) motion of Councilman Bricken, <br />seconded by Mayor Garthe, the Charter Review Committee is <br />requested to write arguments for and against the ballot measures <br />to be presented at the November 2 election; it was affirmed that <br />these arguments will be accepted by the City Clerk until <br />August 24, 1976, and that the citizenry of the City of Santa <br />Aha is also invited to offer arguments for consideration by the <br />City Clerk. <br /> <br />The City Attorney was instructed to prepare an analysis of each <br />measure for inclusion with the Sample Ballot mailing, on the <br />motion of Councilman Yamamoto, seconded by Mayor Garthe, and <br />carried (4:0) unanimously. <br /> <br />An agreement with Martin and Chapman Company for printing - <br />counseling services for the upcoming election in the amount of <br />$5,882.50 was authorized, on the motion of Councilman Bricken, <br />seconded by Mayor Garthe, and unanimously (4:0) carried.
