J. Kelly, <br />former Bunnell Village tenants, for relocation expenses to <br />accommodate Museum Education Center, was unanimously approved <br />(S:0), on the motion of Councilman Yamamoto, seconded by <br />Councilman Ward. CA 6S.3 <br /> <br />ALTERNATE DELEGATES The alternate delegate <br />INTER-COUNTY AIRPORT AUTHORITY appointments made by <br />APPOINTED Council at its meeting <br /> of August 16, 1976 were <br />rescinded, and Council designated John Stevens, G. David <br />Tayco and Manuel Rede, City Staff members, as alternate <br />delegates at large for Mayor Garthe, Councilmen Brandt and <br />Ortiz to the Inter-County Airport Authority, on the unanimously <br />approved (5:0) motion of Councilman Ward, seconded by Council- <br />man Brandt. <br /> <br />Councilman Bricken suggested that <br />system be investigated. <br /> <br />the possibility <br /> <br />of a proxy CA 98.2 <br /> CA 80.1 <br /> <br />ORAL COMMUNICATION Bob Flowers, owner of <br />RHINOS FOOTBALL TEAM the Rhinos Football <br />PERMITS AUTHORIZED Team, stated that he <br /> had not heard the whole <br />discussion earlier in the meeting regarding permits for the <br />scheduled use of the stadium, and requested clarification of <br />Council's intent. <br /> <br />Councilmen restated the effect of Council's earlier discussion <br />and action (Minutes pages 321 - 324) in considering the rights <br />of all of the parties. Councilman Brandt's motion to instruct <br />Staff to issue the permits for the scheduled dates (August 28 <br />and September 4) was seconded by Councilman Bricken, and <br />carried (4:1), with Councilman Ward dissenting. <br /> <br />Councilman Ward stated for the Minutes that he would like to <br />continue the matter and ask Staff to negotiate with Mr. <br />Flowers, and to exercise due caution regarding liability con- <br />cerns and potential damage to City property because of the <br />loose turf.
