On the motion of Councilman Ward, seconded by Councilman <br />Bricken, and carried (5:1), with Councilman Ortiz dissenting, <br />the City Manager was directed to prepare all necessary docu- <br />ments to proceed with the development of the Newhope Branch <br />Library, as proposed in Alternate A. <br /> <br />Mr. Samuelson in his oral presentation stated that Santa Ana <br />is one of the few cities of its size with only one branch <br />library; that Santa Ana's long range plan calls for six <br />branch libraries; that the neighborhood served by the pro- <br />posed library has three of the City's ten poverty areas; <br />that the average age of the residents is 19 years; that the <br />population of the proposed service area is 50,000; that the <br />present site owned by the City will not allow for landscaping <br />and will provide only 18 parking spaces; that a larger site <br />available across the street would accommodate 55-40 parking <br />spaces and provide a location for the West~Community Center. <br /> CA l12A <br /> CA 56 <br /> <br />RECESS <br /> <br />At 4:05 P.M. Executive Directors Tayco and Rede com- <br />mented orall7 on the reports submitted, and Council was <br />informed by City Manager Bruce Spragg that a final report <br />will be submitted when proposed employee reductions have <br />been related to programs affected and alternatives have been <br />developed for Council consideration, including project <br />oriented activities and social service programs conducted <br />by non-profit organizations.
