MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />September 28, 1976 <br /> <br />The meeting was called to order at 5:00 P.M. by Vice Mayor <br />Vernon S. Evans in the Council Chambers, 22 Civic Center Plaza. <br />The following Council members were present: Gordon Bricken, <br />Harry K. Yamamoto, David L. Brandt, James E. Ward, and Vice <br />Mayor Evans. Councilman David F. Ortiz and Mayor John Garthe <br />were absent. Also present were the following members of <br />Staff: Assistant City Manager Ronald Wolford, City Attorney <br />Keith Gow, Public Works Director John E. Stevens, Senior <br />Planner William Oaugherty, and Clerk of the Council Florence <br />I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />man James E. Ward. <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation <br />was given by Council- <br /> <br />ORAL COMMUNICATION Mr. Frank Chavez, Jr. <br />FRANK CHAVEZ, JR. - BUSINESS 811 North Broadway, <br />LICENSE REFERRED is the operator of <br /> a check cashing ser- <br />vice operating out of an armored van parked across the street <br />from the Unemployment Office. Mr. Chavez has been denied a <br />business license because of the zoning at the location. <br /> <br />On the motion of Councilman Brandt, seconded by Councilman Ward, <br />and carried (S:0) unanimously, Mr. Chavez was referred to the <br />Assistant City Manager, Ronald Wolford, who was directed to <br />investigate and report back to the Council on the matter. Mr. <br />Chavez was assured by Council that he could continue to operate <br />his business until the report is provided. CA 65.6 <br /> <br />CONSENT CALENDAR <br />ITEM REMOVED <br /> <br />Evans. <br /> <br />Item 12 A was removed <br />from the Consent <br />Calendar upon the <br />request of Vice Mayor <br /> <br />CONSENT CALENDAR <br />STAFF RECOMMENDATIONS <br />APPROVED <br /> <br />(S:O), Council approved the Staff <br />lowing Consent Calendar Items: <br /> <br /> On motion of Councilman <br /> Ward, seconded by Coun- <br /> cilman Brandt, and <br />unanimously carried <br />recommendations on the fol- <br /> <br />DEEDS, NO CASH <br />GRANTOR, CITY <br /> <br />Mayor and Clerk: <br /> <br />Approved the follow- <br />ing deed and authorized <br />its execution by <br /> <br /> ALBERTS, Grace - West side of Grand <br /> south of Seventeenth to extinguish <br />~ Santa Ana Valley Irrigation easement. <br /> <br />CA 155 <br /> <br />AGREEMENT <br /> <br />tion by Mayor and Clerk: <br /> <br />Approved the follow- <br />ing agreement, and <br />authorized its execu- <br /> <br />CITY COUNCIL MINUTES 365 SEPTEMBER 28, 1976 <br /> <br /> <br />
