Improved management of existing facilities rather <br />than constructing new facilities; <br /> <br />Incremental improvements which are directed toward <br />an overall plan so as to increase the likelihood <br />that, if funds are again available for construction, <br />existing freeways can be improved and rapid transit <br />lines can be completed; <br /> <br />Policies that allow separate levels of service for <br />neighborhood and arterial streets to be defined <br />and monitored; <br /> <br />Updating of the transportation element of the City's <br />General Plan in a sequence of traffic studies for <br />each major traffic generator similar to that in <br />progress for the central City; <br /> <br />Alternative ways (other than an eight-lane freeway) <br />to complete the Route 57 transportation corridor <br />between the Santa Ana and San Diego Freeways; <br /> <br />The involvement of affected residents and business <br />interests in all studies from the outset. <br /> <br />He then referred to the following action items: <br /> <br />That the City Manager invite OCTD, the Multi-Modal <br />Committee, SCAG, and State and Federal agencies to <br />to share in the cost of developing a Transportation <br />Management Plan~for the City as a demonstration <br />project; <br /> <br />That the Mayor write to the Chairman of the OCTD <br />Board of Directors and urge the Board to give <br />highest priority to the improvement of bus transpor- <br />tation in Southwestern Santa Aha; <br /> <br />That the staff be directed to examine all new and <br />renewal applications for taxi service to see if <br />incentives for improved service and shared riding <br />can be included; <br /> <br />That the City ask OCTD to provide S00 parking spaces <br />in ~he Multi-Modal Terminal for commuters to Los <br />Angeles, to the airports, and for inter-city bus <br />travelers; <br /> <br />That the City continue to assist other agencies in <br />the improvement of the existing Santa Fe Railroad <br />terminal; <br /> <br />That the State Department of Transportation be <br />asked to make the study corridor for high-speed <br />rail service between Los Angeles and San Diego <br />identical with the adopted priority corridor in <br />the OCTD Master Plan; <br /> <br />That the City cooperate fully with the State Depart- <br />ment of Transportation in the use of freeway lanes <br />for express bus and car pool service during peak <br />hours. <br /> <br />During the discussion that followed, Mr. Foust stated that <br />Staff was asking for direction to proceed with the develop- <br />ment of a Transportation System Management Program consistent <br />with the policies and guidelines outlined by Dr. Fielding <br />and the TRAC; that the City needs documentation to indicate <br />the short-term direction that would provide a check for <br /> <br />CITY COUNCIL MINUTES <br /> <br />369 SEPTEMBBR 28, 1976 <br /> <br /> <br />
