adherence to the policies to avoid management by crisis. <br />Responding to Councilman Ward, Dr. Fielding stated that a <br />master Transportation Program would address the transporta- <br />tion needs of the physically handicapped, minorities and <br />students. The Council consensus favored support of the <br />Policy Plan for Transportation Improvement, including prepar- <br />ation of an implementation schedule. Councilman Bricken <br />left the meeting at 6:45 P.M. <br /> <br />Councilman Brandt commented that the main problem right now <br />is "dollars"; and that Orange County is the stepchild of <br />District VII. He pointed out that the present CALTRANS <br />Six-Year Plan provides per capita $96.00 for Los Angeles, <br />$27.00 for Ventura and $54.00 for Orange County; that Orange <br />County has 19% of the vehicles, 16% of the population and <br />only 8% of the dollars allocated. He observed that the <br />problem could be solved by working together the City, <br />OCTD, Chamber of Commerce and the Auto Club. Vice Mayor <br />Evans stated that-Council needs to decide if it is willing <br />to budget the funds and staff time to significantly improve <br />transportation in the City; that, in effect, it needs to <br />decide whether or not transportation is one of the City's <br />top priorities. <br /> <br />Jack O'Dell, of the TRAC, <br />proposed plan in concept. <br />action be postponed until <br /> <br />suggested that Council adopt the <br />Vice Mayor Evans recommended that <br />the full Council was present. <br /> <br />Mary Evelyn Bryden suggested that Council <br />staffing costs involved, and the staffing <br />step is an allocation of funds and time. <br /> <br />investigate the <br />needed if the next <br /> <br />On the motion of Councilman Ward, seconded by Councilman Brandt, <br />and carried (5:0) unanimously, the City of Santa Aha Policy <br />Plan for Transportation Improvement and recommendations were <br />received and filed and further consideration continued to <br />October 16, 1976.
