HUMAN RELATIONS COMMISSION Councilman Bricken <br /> reported on the <br /> consensus of the City <br /> Council-Human Rela- <br /> tions Commission Select Committee. He stated that the <br /> Committee had tentatively agreed'to recommend that the <br /> Human Relations Commission should continue; that the number <br /> of members should be reduced to nine; that new functions <br /> weuld include the role of housing advisory committee at <br /> which time the nine members would expand to eleven; that <br /> the Commission be assigned specific functions, such as <br /> rumor control, housing advisory commission, hearing body for <br /> all federal programs which require public input; and that <br /> commission staff should.function along the lines of the <br />Planning Commission and Planning Department. CA 151.1 <br /> <br />CITY'S IMAGE Councilman Evans <br /> stated that the public <br /> needs to be made <br /> aware of the services <br />the City provides and how well they are provided. He sug- <br />gested that this could best be accomplished by City employees <br />because of the opportunities for positive public contact <br />behind the counter, behind the wheel,in the field. <br /> <br />Councilman Ortiz stated that Council policy must first be <br />formulated by staff for Council consideration and adoption. <br /> <br />Councilman Brandt stated that Council's relationship and <br />communication with Boards and Commissions members needs to <br />be strengthened in order to work together to improve the City's <br />image, and that the hiring freeze has served its purpose. <br /> <br />Councilman Bricken suggested that a special task force be <br />established to respond to requests for City services on <br />demand to maintain a high level of community response and <br />service. The meeting <br />reconvened at 1:00 P.M. <br /> <br /> COMMUNITY SERVICES The Executive Director <br /> for Community Services <br /> reported on the opera- <br /> tions for the Library <br />and Department of Recreation and Parks. He stated that the <br />Library services had been highly rated on a recent survey <br />~taken by Assemblyman Robinson; that the Library utilizes an <br />employees' suggestion box and a management Council in addi~ <br />tion to a work flow chart, all of which have resulted in <br />tax savings estimated between $7 - $8 thousand. <br /> <br />The Stadium use philosophy was described as one of multiple <br />usage, with the City Schools having first priority; and tkat <br />meetings will be scheduled with all the using parties. <br /> <br />Mr. Rede stated that the reorganization of the Department of <br />Recreation and Parks is in process, which will reduce the <br />number of employees reporting to the Director from ien <br />to five; ~nd that the following five divisions will be <br />established under each supervisor: <br /> <br />CITY COUNCIL MINUTES 589 OCTOBER 16, 1976 <br /> <br /> <br />
