ORDINANCE NO. NS-1334 The following ordinance <br />MODELS & MODEL STUDIOS was placed on second <br />ADOPTED reading and adopted, <br /> on the-unanimously <br />carried 6:0 motion of Councilman Yamamoto, seconded by Coun- <br />cilman Brandt: <br /> <br />ORDINANCE NO. NS-1334 - AN ORDINANCE OF THE <br />CITY OF SANTA ANA AMENDING THE SANTA ANA <br />MUNICIPAL CODE BY ADDING SECTIONS 12-1~20 <br />THROUGH 12-135 REGULATING FIGURE MODEL <br />STUDIOS AND FIGURE MODELS. <br /> <br />CA 91 <br /> <br />ORDINANCE NO. NS-1335 Council placed the <br />MASSAGE TECHNICIANS & following ordinance <br />ESTABLISHMENTS - ADOPTED on second reading <br /> and it was adopted <br />by a unanimous vote 6:0, on the motion of Councilman Yama- <br />moto, seconded by Councilman Bricken: <br /> <br />ORDINANCE NO. NS-1335 - AN ORDINANCE OF THE <br />CITY OF SANTA ANA AMENDING THE SANTA ANA <br />MUNICIPAL CODE BY AMENDING SECTIONS 22-1 <br />THROUGH 22-1S, ANDREPEALING SECTIONS £2-16 <br />THROUGH 22-18 RELATING TO THE REGULATION OF <br />MASSAGE ESTABLISHMENTS, MASSAGE TECHNICIANS, <br />AND THE PRACTICE OF MASSAGE. <br /> <br />CA 91 <br /> <br />The persons listed below spoke against the ordinance requirement <br />of 1,000 hours of course instruction for Massage Technicians <br />and stated that the State had preempted the City in this matter <br />with a requirement in the State Education Code of 100 hours. <br />There was also objection to the mandatory clo~ing of massage <br />establishments between 12:00 midnight and 8:00 A.M., and to <br />any regulation of the attire to be worn by Massage Technicians. <br /> <br /> Bill Cooper, President of California Professional <br /> Massage Association, 787 Hudson Aven~e, Costa Mesa <br /> <br />Anthony Glassman, Attorney representing the Calif- <br />ornia Professional Massage Association, 360 N. <br />Bedford, Beverly Hills <br /> <br />John Di Fiore, Director of the Santa Aha Branch <br />of the Los Angeles College of Massage, 1400 West <br /> McFadden Avenue <br /> <br />The following persons spoke in Savor of the ordinance: <br /> <br />D. S. Carlson, American Massage and Therapy Associa- <br />tion and California Massage Association <br /> <br />Mr. Carlson favored the 1,000 hours course instruction require- <br />ment and the other provisions of the ordinance in the interests <br />of legitimate and professional standards-of operation of mas- <br />sage establishments. He stated 100 hours would only represent <br />about three weeks of training. <br /> <br />ORDINANCE NO.
