EXECUTIVE SESSION At 3:35 P.M. Mayor <br />LEGAL MATTERS Garthe called an <br /> Executive Session <br /> to discuss potential <br />litigation; the Council meeting was reconvened at 4:00 P.M., <br />with the same Councilmen present. <br /> <br />HUMAN RELATIONS COMMISSION <br />PROPOSED REORGANIZATION <br />'DRAFT 'RESOLUTION APPROVED IN CONCEPT <br /> <br />by Councilman Evans: <br /> <br />The Council, on the <br />unanimously carried <br />6:0 motion of Council- <br />man Bricken, seconded <br /> <br />1) <br /> <br />Approved in concept the following recommendations <br />contained in the City Manager's report dated <br />December 27, 1976: <br /> <br />a) To approve the draft of proposed resolution <br /> to reorganize the Human Relations Commission; <br /> <br />b) <br /> <br />To refer approved draft to the Human Relations <br />Commission, Planning Commission, Personnel <br />Board and Redevelopment Commission for their <br />information and potential comment at the public <br />hearing; <br /> <br />c) To solicit applications for membership to the <br /> reorganized Human Relations Commission; <br /> <br />z) <br /> <br />Set a public hearing for February 22, 1977 at <br />7:50 P.M. to review all comments and to consider <br />adoption of a resolution to reorganize the Human <br />Relations Commission; and <br /> <br />3) <br /> <br />Instructed Staff to schedule a meeting between <br />January 4 and February 4 of the City Council-Human <br />Relations Commission Select Committee,-with <br />Chairmen of the Planning Commission, Redevelopment <br />Commission and Personnel Board, Directors of <br />Planning, Redevelopment and Personnel, the City <br />Manager, Director of Community Services and Captain <br />Robert Stebbins of the Police Department. <br /> <br />Prior to the approval of the.motion, the following persons spoke: <br /> <br />Zeke Hernandez, Chairman of the Human Relations Commission <br />Rudy Moreno, Member of the Human Relations Commission <br /> <br />Each of the speakers took exception to reorganization of the <br />Commission by resolution rather than ordinance; Mr. Hernandez <br />stated that the Commission had recommended~nine members while <br />the proposed resolution proposes seven members, and both were <br />agreeable to a meeting to iron out the remaining points of <br />concern. CA 131.1 <br /> <br />PROPOSED CHARTER REVISIONS REPORT Following a report by <br />COUNCIL BALLOT MEASURE COMMITTEE Councilman Ward indicat- <br />MEETINGS SCHEDULED ing that members of the <br /> Staff, the Council <br />Ballot Measure Committee and the Personnel Board were concerned <br />that the proposed amendments be reviewed by Council to develop <br />the appropriate support, and that these measures are as <br />important as the original Charter in 1952, joint meetings were <br />scheduled between Council and Personnel Board on January 2S, <br />and between Council and Charter Review Committee on February 22, <br />on the motion of Councilma~ Bricken, seconded by Councilman <br />Ward, and carried 5:1, with Councilman Evans dissenting.
