Malone, <br />ANN FAMALARO Clerk of the Council, <br />PERSONNEL BOARD administered the Oath <br /> of Office to Mrs. Ann <br />Famalaro to serve as a member of the Personnel Board to com- <br />plete the term of office formerly held by Richard G. Vogl. <br />The term of office will expire on June 30, 1979. CA 50.8 <br />Councilman Ward arrived at the meeting. <br /> <br />PUBLIC HEARING - CD APPLICATION Mayor Garthe announced <br />3RD YEAR GRANT PROGRAM 1977-78 that this was the time <br />RESOLUTION 77-18 ADOPTED and place for the public <br /> hearing of the Draft <br />Housing and Community Development Block Grant Program Applica- <br />tion, Third Year, Fiscal Year 1977-1978. <br /> <br />Assistant City Manager Ronald Wolford referred to the report <br />dated February 2, 1977, prepared by Community Development <br />Coordinator Alice McCullough. He stated that a series of meet- <br />ings were held in numerous places, the meeting dates and places <br />having been posted and advertised as required by Federal guide- <br />lines; that members of the Planning Commission, Community Rede- <br />velopment Commission, and Human Relations Commission were in <br />attendance; that bi-lingual information was given orally and in <br />writing; that projects suggested by the Communtiy Development <br />Team were also considered; that the emphasis is on rehabilita- <br />tion of housing, particularly in the downtown area; that the <br />hope is that with $800,000 in private lending capacity that <br />300 homes can be rehabilitated; that the housing replacement <br />program will be carried forward with $90,000 from the second <br />year program; that the Redevelopment Agency may need to <br />relocate four houses from the Redevelopment Project Area; <br />that the downtown housing project will be combined with about <br />$10,000,000 of private funds to continue and complete acquisi- <br />tion of the 14-acre housing development immediately south of <br />the Civic Center; that the same type of program will be carried <br />out in the Progresso, Rosita, Santa Anita, Northeast and Cen- <br />tral and South Central areas; that $167,000 would go for park <br />and bikeway improvements; that additional land acquisition for <br />the West Branch Library/Community Center site will require <br />about $100,000; that it is anticipated that a number of small <br />community projects can be accomplished with $25,000; and that <br />the total application will be $2,550,000. <br /> <br />Patricia McGuigan, 5642 Keelson Avenue, spoke in favor of Report <br />Item #7, West Branch Library/Community Center Land Acquisition <br />and encouraged Council to make the proposed improvements to <br />the site. <br /> <br />Mrs. Weston Walker, 919 North Olive, announced that the sprinkl- <br />ing system had been installed in the Howe-Waffle House, but that <br />an additional $3,000 would be needed to run a 4-inch pipe under <br />the sidewalk and to connect it with the City water system; that <br />she hoped this project could be considered as a small project <br />under Report Item #8, Community Sponsored Projects. <br /> <br />There being no further comments, Mayor Garthe closed the public <br />hearing. <br /> <br />On the motion of Councilman Yamamoto, seconded by Councilman <br />Bricken, and carried 5:0, the following resolution was adopted: <br /> <br />RESOLUTION NO. 77-18 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA APPROVING THE DRAFT APPLICATION <br />FOR FUNDING OF THE THIRD YEAR HOUSING AND COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM FOR THE CITY OF SANTA ANA, <br />AND AUTHORIZING AND DIRECTING THE CITY MANAGER TO TAKE <br />ALL NECESSARY STEPS TO FILE SAID APPLICATION, AND DIRECT- <br />ING AND DESIGNATING THE CITY MANAGER AS THE AUTHORIZED <br /> <br />CITY COUNCIL MINUTES <br /> <br />53 FEBRUARY 7, 1977 <br /> <br /> <br />
