MINUTES On the motion of Council- <br />APPROVED man Evans, seconded by <br /> Councilman Bricken, the <br /> Minutes of the City Council <br />for the regular meetings of February 22 and March ?, 1977 were <br />approved on a 4:0 vote, with Councilmen Brandt and Ward and <br />Mayor Garthe abstaining because they had not been present for <br />the meeting of March ?. <br /> <br />BINGO REGULATION The motion by Council- <br />EMERGENCY ORDINANCE NS-1351.1 man Brandt, seconded by <br /> Councilman Ortiz, to <br /> adopt the following <br />emergency ordinance (five affirmative votes required), failed <br />to carry on a 4:3 vote, with Councilmen Ward, Evans and Bricken <br />dissenting: <br /> <br />ORDINANCE NO. NS-1351.1 - AN EMERGENCY ORDINANCE OF THE <br />CITY OF SANTA ANA AMENDING THE SANTA ANA MUNICIPAL CODE <br />BY ADDING SECTION 10-59.1 RELATING TO THE REGULATION OF <br />BINGO GAMES. (Regular Ordinance 1351 was placed on first <br />reading earlier in the meeting) CA 91.10 <br /> <br />ORAL COMMUNICATION On the recommendation <br />LAWSUIT FOR MONIES DUE FROM City Attorney Keith <br />INSURANCE CARRIER Gow, the motion by <br />AUTHORIZED Councilman Evans, <br /> seconded by Councilman <br />Brandt, and carried 7:0 unanimously, authorized the commence- <br />ment and prosecution of an action against A. Henry Heflin, <br />R. L. Kautz & Company and Safeco Insurance Company to seek <br />recovery of monies believed due to the City under the group <br />life insurance policy for the 1975-76 policy year. CA 139 <br /> <br />ORAL COMMUNICATION Binding arbitration of <br />ARBITRATION OF DISPUTE the dispute between the <br />WITH CONTRACTOR - AUTHORIZED City and the general <br /> contractor and the <br />particular subcontractor involved in the flaking off of the <br />exterior stucco at the Bowers Museum was authorized, on the <br />motion of Councilman Yamamoto, seconded by Councilman Evans, <br />and carried 7:0 unanimously. The City Attorney recommended <br />the foregoing action by the City Council. CA 89 <br />(Project 7027 awarded 4-16-73 to Casner Construction Co.) <br /> <br />ORAL COMMUNICATION <br />MASSAGE TECHNICIAN PERMITS <br />EMERGENCY ORDINANCE NS-1353 <br />ADOPTED <br /> <br />ordinance was adopted: <br /> <br />On the motion of Council- <br />man Ortiz, seconded by <br />Councilman Yamamoto, and <br />carried 7:0 unanimously, <br />the following emergency <br /> <br />ORDINANCE NO. NS-1353 - AN EMERGENCY ORDINANCE OF THE <br />CITY OF SANTA ANA AMENDING THE SANTA ANA MUNICIPAL CODE <br />BY AMENDING SECTION 22-5 RELATING TO MASSAGE TECHNICIAN <br />PERMITS. <br /> <br />The ordinance adopted changes the word "may" to "shall" in <br />sub-section (3) of Section 22-5.
