Mayor <br />Garthe called a short <br />recess; the meeting <br />reconvened at 8:35 P.M. <br /> <br />PUBLIC HEARING Mayor Garthe announced <br />COMMUNITY DEVELOPMENT BLOCK GRANT that this was the time <br />HOUSING OPPORTUNITY PLAN and place for the public <br />APPROVED FOR FILING hearing of a Community' <br /> Development Block Grant <br />Multi-jurisdictional application under the Areawide Housing <br />Opportunity Plan for $250,000 of Discretionary funds. <br /> <br />Alice McCullough, Community Development Office Coordinator, <br />stated that the Southern California Association of Governments <br />has informed the City early this year that a special allocation <br />of Section 8 units was awarded for its planning area which <br />includes Orange County; that it included funds for substantial <br />rehabilitation, for new construction and for existing units; <br />that the cities were encouraged to develop these programs; <br />that there was also available the opportunity to apply for <br />$250,000 of Community Development Discretionary funds to help <br />develop those Section 8 units; that the County had stated an <br />interest, but then could not proceed with the application; <br />that Santa Aha was able to prepare an application in time to <br />take advantage of the funding to benefit several Orange County <br />cities; and that the Planning Commission has approved the <br />proposed application. <br /> <br />The Clerk of the Council, Florence I. Malone, reported that no <br />written communications had been received. <br /> <br />Jean Forbath, 2880 Clubhouse Road, Costa Mesa, who spoke in <br />favor of the application, represented three citizens' organiza- <br />tions in Orange County. <br /> <br />Following Council discussion, the motion made by Councilman <br />Bricken, seconded by Councilman Ward, to approve the multi- <br />jurisdictional application for $250,000 of Discretionary <br />Community Development Block Grant funds and authorize and <br />direct the City Manager to take all necessary steps to file said <br />application with the Department of Housing and Urban Development, <br />carried 4:3, with Councilmen Brandt, Evans and Ortiz dissenting. <br /> CA 140.20 <br /> CA 137 <br /> <br />CITY COUNCIL MINUTES <br /> <br />101 MARCH 21, 1977 <br /> <br /> <br />
