JOINT PUBLIC HEARING OF THE <br />CITY COUNCIL & REDEVELOPMENT AGENCY <br />REAL PROPERTY INTOWN APARTMENTS <br />COUNCIL RESOLUTION 77-38 ADOPTED <br />COMMUNITY REDEVELOPMENT AGE]~r--- <br />RESOLUTIONS 7?-3 & ??-4 ADOPTED <br /> <br />Mayor and Community <br />Redevelopment Agency <br />Chairman Garthe announced <br />that this was the time <br />and place for the public <br />hearing by the City Council <br />and the public hearing by <br /> <br />the Community Redevelopment Agency on the proposed sale of <br />real property to Santa Ana Intown Apartments, a limited partner- <br />ship, pursuant to the proposed contract for sale of land for <br />private redevelopment; that notice of this hearing had been <br />published in accordance with legal requirements. <br /> <br />Community Redevelopment Director Richard Goblirsch introduced <br />his assistant, Susan Shick, who described the proposed sale. Mrs. <br />Shick stated that construction of 199 units subsidized under Sec- <br />tion 8 of the Federal Housing and Community Development Act of <br />1974 will constitute Phase I, Senior Citizen Housing; that Phase <br />II consists of 316 units of market rate housing (17 1-bedroom, <br />25 2-bedroom and 16 3-bedroom units); that a portion of Phase II <br />will be subsidized by Section 8 Programs, or programs available to <br />the City, and will be available to low-income families and indivi- <br />duals; that the City has received a good faith deposit from the <br />redeveloper, Santa Ana Intown Apartments, in the amount of <br />$51,762.50 pursuant to the terms of the contract of sale; that <br />the total sale price is $1,360,500, the fair market value of the <br />site as determined by independent appraisal {Donahue & Company, <br />Inc.); that the Phase I portion of the site will be conveyed <br />to the redeveloper on July 1, 1977; that the construction of the <br />Phase II units will be completed within approximately a three <br />year period. <br /> <br />Those speaking for the project were: <br /> <br />Mark Maltzman, President, Shapell Government Housing, a general <br />partner in Santa Ana Intown Apartments, 8383 Wilshire Boulevard, <br />Beverly Hills; John Cotton, Architect; Alan D. Ross, Counsel for <br />the Developer. <br /> <br />There being no further speakers, Mayor Garthe closed the public <br />hearing. <br /> <br />On the unanimously carried 6:0 motion of Councilman Bricken, <br />seconded by Councilman Brandt, all verbal comments were received <br />and filed. <br /> <br />The following City Council resolution was adopted by a unanimous <br />6:0 vote, on the motion of Councilman Brandt, seconded by <br />Councilman Bricken: <br /> <br /> RESOLUTION NO. 77-38 - A RESOLUTION OF THE CITY COUNCIL <br /> OF THE CITY OF SANTA ANA APPROVING THE CONTRACT FOR THE <br /> SALE OF LAND FOR PRIVATE REDEVELOPMENT BETWEEN THE <br /> COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA <br /> AND THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA AND <br /> SANTA ANA INTOWN APARTMENTS, A LIMITED PARTNERSHIP, <br /> FINDING THAT THE SALES PRICE OF $1,368,500 IS NOT LESS <br /> THAN ITS FAIR MARKET VALUE. CA 82.4 <br /> CA 137 <br />On the unanimously carried 6:0 motion of Mr. Brandt, seconded <br />by Mr. Bricken, the following Community Redevelopment Agency <br />Resolution was adopted: <br /> <br />RESOLUTION NO. 77-3 - A RESOLUTION OF THE COMMUNITY <br />REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA ADOPTING <br />AND CERTIFYING THE HOUSING REPLACEMENT PLAN PREPARED <br />PURSUANT TO THE CALIFORNIA HEALTH AND SAFETY CODE <br />SECTIONS 33413 AND 33413.5. <br /> <br />CITY COUNCIL MINUTES 104 MARCH 29, 1977 <br /> <br /> <br />
