SPECIAL TRIBUTE Vice Mayor Ward made the <br />HUMAN RELATIONS COMMISSION presentations of City <br />CITY SEAL TILES PRESENTED Seal tiles to each of <br /> the former members of the <br />Santa Ana Human Relations Commission in appreciation for their <br />outstanding service to the City; those receiving the awards <br />were Manuel Barron, Arturo B. Castro, Mildred M. Cobb, Zeke <br />Hernandez, Jacque Johnson, James Kelly, Rudy Moreno, Helen <br />Stanley, and Roy Uno; Rudy Francis was not present at the meet- <br />ing. Vice Mayor Ward cited examples of the fine work of the <br />Commission, including work in the Logan Area, and on the City's <br />Affirmative Action Program; he stated that with the foundation <br />formed by the past Commission he hoped the new Commission would <br />go forward to new and'greater challenges to create a better, more <br />harmonious City for our citizens. CA 131.2 <br /> <br />PROCLAMATION PRESENTATION Councilman Ortiz presented <br />"BARBERSHOP HARMONY MONTH" the Mayor's Proclamation <br /> designating April as <br /> "Barbershop Harmony Month" <br />to Phil Ridout, President of the Golden City Chorus; the Coun- <br />cilman said that in these days of gloom, it is a pleasure to <br />forget one's problems by enjoying fine barbershop harmony. <br />Mr. Ridout accepted the Proclamation, and invited the audience <br />to attend the annual Chapter Show at Santa Ana High School at <br />8:00 P.M. on May 22. The Chorus followed the presentation with <br />a medley of some of its many musical selections. CA 46 <br /> <br />ORAL COMMUNICATIONS A letter read to the <br />VARIANCE 76-57 BAKER SQUARE Council by Rowena Macias, <br />REFERRED 1243 West Sixth Street, <br /> which questions the proce- <br />dures used by the City Council in considering and granting <br />Variance Application 76-57 approving the Baker Square Develop- <br />ment was referred to the City Attorney for investigation and <br />report to Council at the May 2, 1977 meeting, on the motion <br />of Councilman Ward, seconded by Councilman Garthe and unanimously <br />5:0 carried. <br /> <br />Ed Schmidt, 1402 West Seventh, also suggested that the City <br />has made excessive use of the variance procedure resulting in the <br />circumvention of the General Plan and zoning laws of the City <br />and the State. CA 13.3a <br /> <br />ORAL COMMUNICATION Wes VanderPool of 931 West <br />USE OF EL SALVADOR PARK Washington, voiced strong <br /> objection to the rock <br /> concert at E1 Salvador <br />Park on Easter Sunday, April 10, 1977; he stated that the event <br />lasted for six hours and that it was very loud; he suggested <br />that such activities might be held in the Municipal Stadium <br />with less disturbance to the neighborhood. <br /> <br />City Manager Bruce Spragg stated that the City was not informed <br />in advance that there would be amplification of the music. <br /> <br />Councilman Yamamoto's motion to direct Staff to prepare a report <br />for Council outlining what could be done legally to curtail such <br />noise pollution failed for lack of a second. <br /> <br />Roy Uno, Human Relations Commissioner, stated that he had been <br />present at the concert with Police Lieutenant Weatherly <br />primarily to assist in diverting any possible altercations <br />among the participants; that he did not feel the noise was <br />excessive; and that he felt the Police Department did an <br />excellent job of monitoring the event.
