On the unanimously carried 6:0 motion of Councilman Brandt, <br />seconded by Councilman Garthe, the Community Redevelopment Agency's <br />Environmental Impact Report, adopted by the Agency on October <br />1976, by Agency Resolution No. 76-30, was received and filed; <br />Specific Development Plan No. 2 was approved; and the City Attorney <br />was directed to prepare the appropriate ordinance. CA 78.10 <br /> CA 157.8 <br /> <br />PUBLIC HEARING - AMENDMENT <br />APPLICATION 757 - SPECIFIC <br />DEVELOPMENT PLAN #8 - APPROVED <br />ORDINANCE NS-1360 - FIRST READING <br /> <br />757, and Specific Development Plan #8 <br />located generally on the east side of <br />Warner Avenue, bounded by the Newport <br /> <br />Vic~ Mayor Ward announced <br />that this was the time and <br />place for the public hearing <br />of Negative Declaration, <br />Amendment Application No. <br />for the rezoning of property <br />Grand Avenue, south of <br />Freeway on the east, from <br /> <br />the Mi (Light Industrial) District to the SD (Specific Develop- <br />ment) District, and a proposed Specific Development Plan. <br /> <br />Planning Director Charles Zimmerman stated that the Brookhollow <br />Office, Industrial and Commercial Park development is 50% com- <br />plete; that it is being redesignated Specific Development to <br />allow the City greater control to insure a quality development; <br />that the development contains approximately 34 acres; and that <br />the Planning Commission unanimously recommended approval of the <br />rezoning and Specific Development Plan at its meeting of March 14, <br />1977. <br /> <br />Jerry Oldenberg, 17782 Sky Park Blvd., Irvine, appeared to answer <br />any questions Councilmen might have regarding the project. <br />There were no written communications and no further speakers; <br />Vice Mayor Ward closed the public hearing. <br /> <br />On the motion of Councilman Bricken, seconded by Councilman <br />Yamamoto, and carried 6:0 unanimously, the Negative Declaration <br />was approved and filed; and ORDINANCE NO. NS-1360 - AN ORDINANCE <br />OF THE CITY OF SANTA ANA APPROVING AMENDMENT APPLICATION NO. <br />757 TO REZONE PROPERTY LOCATED AT WARNER AND GRAND AVENUE FROM <br />THE M1 (LIGHT INDUSTRIAL) DISTRICT TO THE SD (SPECIFIC DEVELOP- <br />MENT) DISTRICT, AMENDING SECTIONAL DISTRICT MAP 29-5-9, AND <br />ADOPTING SPECIFIC DEVELOPMENT PLAN #8 was placed on first read- <br />ing. CA 78.10 <br /> <br />PUBLIC HEARING ~ EIR #76-4 & Vice Mayor Ward announced <br />GENERAL PLAN AMENDMENT that this was the time and <br />EIR ADOPTED; RESOLUTION 77-54 ADOPTED place for the public hear- <br /> ing of Environmental Impact <br /> Report No. 76-4, and Amendment to the Land Use and Arterial <br /> Streets Section of the General Plan to redesignate portions of <br /> certain parcels from Low Density Residential and Parks, <br /> Recreation, Open Space to Parks, Recreation and Open Space, and <br /> Specific Development Residential; and portions of certain parcels <br /> from Medium Density Residential to Community Shopping Center <br /> and Specific Development Residential; all parcels are generally <br /> located between Alton and Sunflower Streets and Bristol and Fair- <br /> view Streets. <br /> <br />Senior Planner William Daugherty stated that the land area involved <br />is 167 acres; that the Planning Commission reviewed, considered <br />and approved Environmental Impact Report 76-4; and recommended <br />the amendments to the General Plan at its meeting of March 14, <br />1977 following a duly held public hearing. <br /> <br />George Kurilko, 3315 Fairview, Costa Mesa, Sasaki, Walker & <br />Associates, stated that his firm was involved with the Environ- <br />mental Impact Report; that the Report had been prepared in <br /> <br />CITY COUNCIL MINUTES 150 MAY 2, 1977 <br /> <br /> <br />
