The motion of Council- <br />man Brandt, seconded by Councilman Ortiz, to approve the agree- <br />ment and authorize its execution by Mayor and Clerk, carried <br />6:0: <br /> <br />CONSTRUCTION AND OPERATION OF SANTA ANA PARK-AND- <br />RIDE FACILITY - Between City and the Orange County <br />Transit District. (Agenda Item 12 F) A-77-51 <br /> <br />Mr. Douglas Dyer, 2104 North Mabury, a teacher at Santa Ana <br />High School, spoke in favor of the preservation of the Smith- <br />Tuthill-Lamb Mortuary building. He pointed out that the build- <br />ing is close to Heritage Square, that it carries out Santa <br />Aha history and heritage; that the building is in good condi- <br />tion; that it would take little restoration to use the building <br />as a public information center, and that it is close to the <br />Civic Center. He said that 1,300 signatures had already been <br />obtained on a petition, and asked when the Environmental Impact <br />Report would be prepared and who will make the final decision <br />on the park-and-ride facility. <br /> <br />City Manager Bruce Spragg said that the City intends to prepare <br />evaluations of the feasibility of the various options; that <br />the lead agency prepares the Environmental Impact Report and <br />is generally the agency that constructs the building, which <br />will be the Orange County Transit District, but that the EIR <br />could be assigned to the Community Redevelopment Agency of <br />the City; and that there has been a suggestion to design the <br />building in an L shape and utilize the street to the west in <br />order to preserve the mortuary building. <br /> <br />On the motion of Councilman Garthe, seconded by Councilman <br />Bricken and carried 7:0 unanimously, a letter dated May 24, <br />1977 from Jan Stearns, 2636 Elden, F-i, Costa Mesa, supporting <br />preservation of the Smith-Tuthill-Lamb Mortuary building, was <br />received and filed. CA 85.1f <br /> <br />Mr. Michael T. McLean, 1326 West Park Lane, Vice President of <br />the Greater Santa Ana Chamber of Commerce, presented a motion <br />of the Board of Directors of the Chamber carried at the May 23, <br />1977 meeting which read as follows: <br /> <br />" Chamber of Commerce supports the Orange County <br />Transit District's parking structure, adjoining the <br />multi-modal structure, in the proposed site. That the <br />City Council or Redevelopment Agency, whichever is <br />responsible, take appropriate action to convert the <br />Smith-Tuthill-Lamb property to effective use under the <br />Redevelopment Agency's plan, as a parking structure for <br />this area." <br /> <br />On the motion of Councilman Ortiz, seconded by Councilman Garthe, <br />the letter as read was received and filed by unanimous 7:0 vote. <br /> CA 8S.lf <br /> <br />Councilman Ward returned to the meeting following the vote on <br />Agenda Item 12 F. <br /> <br />READING WAIVED On the unanimously <br /> approved 7:0 motion of <br /> Councilman Ward, seconded <br /> by Councilman Garthe, <br />Council waived full reading of all ordinances and resolutions, <br />the titles of which appeared on the public Agenda, and considera- <br />tion was given by title only. <br /> <br />CITY COUNCIL MINUTES 172 MAY 24, 1977 <br /> <br /> <br />
