MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 6, 1977 <br /> <br />The meeting was called to order in the City Council Chambers at <br />2:00 P.M. by Mayor Vernon S. Evans. The following Council mem- <br />bers were present: Gordon Bricken, Harry K. Yamamoto, John <br />Garthe, David L. Brandt, James E. Ward and Mayor Evans. Coun- <br />cilman David F. Ortiz arrived at 2:08 P.M. Also present were <br />the following members of Staff: City Manager Bruce C. Spragg, <br />City Attorney Keith L. Gow, Assistant City Manager Ronald Wolford, <br />Director of Public Works John E. Stevens, Senior Planner William <br />Daugherty, Police Chief Raymond C. Davis, and Assistant Clerk of <br />the Council Patricia E. Rice. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Brandt. <br /> <br />AGENDA ORDER - ORAL COMMUNICATION A petition containing 36 <br />THORNTON PARK LAKE signatures requesting the <br />PETITION FILED City Council to reopen for <br /> consideration the matter <br />of constructing a lake at Thornton Park was received and filed <br />on the unanimously carried 7:0 motion of Councilman Yamamoto, <br />seconded by Councilman Garthe. <br /> <br />Charles A. Wersin, 3130 South Townsend, cited a newspaper article <br />in "The Register" of May 4, 1977, which he said stated that resi- <br />dents of the area were 2 to 1 in favor of Thornton Park Lake, but <br />that the City had shelved the matter for a year and a half. He <br />presented his petition requesting reconsideration, stating that he <br />was advised that the 1,500 questionnaires distributed to residents <br />of the area by the Recreation and Parks Department generated <br />only 132 responses. He further stated that neither he nor most <br />of his neighbors had received the questionnaire; that the number <br />of responses was not a sufficient basis for determination of <br />the desires of the residents; that residents are in favor of the <br />lake, but whether or not the lake is developed they want some- <br />thing done with the park. <br /> <br />Executive Director of Community Services Manuel Rede stated that <br />the Staff is aware that the survey was limited; that no final <br />decision has been made regarding the lake and park development; <br />that the survey will be extended to ensure that the neighborhood <br />is polled; that the availability of reclaimed water will be a <br />factor in the final decision; and that he will be happy to meet <br />with Mr. Wersin to review the proposed budget for the Recreation <br />and Parks Department, and would welcome Mr. Wersin's participa- <br />tion in the upcoming budget hearing on Saturday, June 11, 1977. <br /> <br />Mayor Evans requested: 1) that Staff go ahead with the resurvey <br />of the area and ascertain whether that survey could be evaluated <br />prior to finalizing the budget; 2) that the Clerk of the Council <br />provide Mr. Wersin with the dates of the budget hearings; and <br />3) that Staff provide Mr. Wersin with copies of the budget items <br />pertaining to Thornton Park.
