PUBLIC HEARING Mayor Evans announced <br />NOTICE OF EXEMPTION & APPEAL 379 that this was the time <br />VA 77-29 - CENTURY PROPERTIES and place scheduled.for <br />REFERRED for the public hearing <br /> of Notice of Exemption <br />and Appeal No. 379, filed by Century Properties Equity 72, of <br />the Planning Commission denial of Variance 77-29, to erect a <br />pole sign within 300 feet of an existing pole sign on the same <br />property in the CR District at 3600-3900 South Bristol Street. <br /> <br />Mr. John Howenstine, 3188-J Airway Ave., Costa Mesa, representing <br />the appellant-applicant, stated that he has been working with <br />the Planning staff to provide the shopping center with more <br />identification and he suggested that the matter be referred <br />back to the Planning Commission. <br /> <br />Appeal No. 379 and Variance Application No. 77-29 were referred <br />back to the Planning Commission for further consideration on <br />the unanimously approved S:0 motion of Councilman Garthe, <br />seconded by Councilman Brandt. CA 13.3 <br /> <br />RECESS <br /> <br />same Councilmen present. <br /> <br />At 8:25 P.M., Mayor <br />Evans declared a recess. <br />Council reconvened at <br />8:45 P.M., with the <br /> <br />ASSESSMENT DISTRICT #241 Council accepted the <br />NORTHEAST SANTA ANITA AREA petition for the forma- <br />STREET IMPROVEMENTS tion of Assessment Dis- <br />PETITION FILED COUNSEL EMPLOYED trict No. 241 (North- <br /> east Santa Anita) and <br />directed Staff to proceed with the preparation of the necessary <br />documents to implement the Assessment District and Subsequent <br />street improvements, and Council approved an agreement for <br />special counsel services appointing and employing Mr. F. Mac <br />Kenzie Brown as special counsel to assist in the preparation <br />and conduct of special proceedings, on the unanimously carried <br />5:0 motion of Councilman Brandt, seconded by Councilman Garthe. <br /> <br />Prior to the motion Director of Public Works John Stevens <br />referred to the report dated June 14, prepared by J. Richard <br />Smith, and confirmed that the petition had been signed by <br />property owners representing 52.12% of the total area within <br />the proposed district. The area was described as bounded by <br />Harbor Boulevard on the west, Jackson Street on the east, <br />Washington Avenue on the north, and Fifth Street on the south. <br />He further stated that the total cost of proposed pavement <br />reconstruction and widening, installation of curb, gutters, <br />sidewalks, driveways and street trees will be shared between <br />the property owners and the City with both participants paying <br />half the cost. <br /> <br />Speaking in favor of the district on behalf of the neighborhood, <br />was Mr. Fernando Barona, 705 North Gunther Street. He stated <br />that the neighbors had worked hard to secure the signatures to <br />the petition and he complimented Staff for its assistance. <br /> CA 90 <br /> <br />LEAVE OF ABSENCE GRANTED Council approved of <br />COUNCILMAN YAMAMOTO Councilman Harry K. <br /> Yamamoto's absence from <br /> the Adjourned Regular <br />Meeting of June 11, and the Regular Meetings of June 20 and <br />June 28, 1977, on the unanimously carried motion 5:0 of Council- <br />man Garthe, seconded by Councilman Brandt.
