APPEAL OF COMMERCIAL Council denied the written <br />TRASH BIN REQUIREMENT appeal, dated June 2, 1977, <br />TENTATIVE TRACT MAP #9505 from Gary Frye, Project <br />DENIED Manager of the William Lyon <br /> Company, for deletion of <br />m condition of approval for Tentative Tract Map #9505, to require <br />·commercial trash collection bins and enclosures in connection <br />with a multi-family condominium development, (CUP 76-22) on the <br />motion of Councilman Brandt, seconded by Councilman Garthe, and <br />carried 4:1, with Councilman Ortiz dissenting. <br /> <br />Prior to the motion, Mr. Brian Norkaitis, 1807 Port Tiffin, <br />Newport Beach, and Mr. Dennis Gene Vick, 5641 Shady Glen Place, <br />Yorba Linda, spoke in favor of individual trash can storage for <br />the condominium based on experience at similar projects in <br />Anaheim and Walnut where collection bin methods generated maint- <br />enance and appearance problems. CA 13.1 <br /> <br />SPACE NEEDS STUDY FOR Council accepted the <br />CITY DEPARTMENTS IN CIVIC CENTER report from the architec- <br />ACCEPTED tectural firm of Grillias- <br /> Pirc-Rosier-Alves, of <br />their feasibility study of space utilization covering present <br />and future (1976-1990) needs for the various City departments <br />located in the Civic Center, with particular emphasis upon the <br />needs of the Police Department, on motion of Councilman Garthe, <br />seconded by Councilman Brandt, and carried 4:1, with Councilman <br />Ortiz dissenting. <br /> <br />During Council discussion of the Space Needs Study, Councilman <br />Ward stated that a supplemental report should be prepared by <br />the architectural firm or Staff regarding alternatives for se- <br />curing needed space such as rental of facilities. <br /> <br />Prior to the motion, Mr. Sam Grillias, representing the archi- <br />tectural firm, described how the space needs data was compiled <br />and the methods used in developing implementation schedules and <br />costs from that data. He stated that the major goals were to <br />define present and future building and parking space needs at <br />5-year intervals to the year 1990, and to find solutions to <br />these needs; that the study process consisted of identification <br />of the problem and need, and provision of a solution; and that <br />the needs of the Police Department and Library are the most <br />pressing. Mayor <br />Evans declared a recess. <br />The meeting was reconvened <br />at 3:47 P.M., with the <br /> <br />LEAGUE OF CALIFORNIA CITIES Staff was instructed to <br />DUES WITHHELD withhold payment of the <br />ORAL COMMUNICATION City's dues as a member <br /> of the League of Calif- <br />ornia Cities until the results of a study of membership benefits, <br />being undertaken by the Consortium Cities (Santa Aha, Anaheim, <br />Garden Grove, Fullerton, Costa Mesa), are provided to the City <br />Council, on the unanimously approved 5:0 motion of Councilman <br />Ward, seconded by Councilman Ortiz.
