Prior to the motions, Mr. James Harker, Attorney representing the <br />Santa ;ma City Employees Association, and Mr. Charles Goldwasser, <br />Attorney with the firm of Silver and Wells, representing the <br />Police and Fire Benevolent Associations, addressed the Council. <br />Mr. Harker stated that the Association is on record as opposing <br />the vast majority of the Charter changes proposed, to the extent <br />that they decrease or modify what are considered to be favorable <br />terms and conditions of employment; and that in his opinion <br />any changes in terms of employment would violate the City's <br />Memorandum of Understanding with the Employees Association. Mr. <br />Goldwasser referred to letters dated December 13 and 20, 1976 <br />from his firm, opposing 13 or 14 of the Charter Amendments, and <br />he requested Council to recognize the Associations' objections <br />and opposition. Staff <br />reported satisfaction with progress of rehabilitation at 818 and <br />902 South Hesperian; and that an injunction had been filed <br />against the owner of the property at 723 South Hesperian for <br />abatement of a public nuisance. Gresham, <br />of the results of the resurvey of homeowners in the area of Thorn- <br />ton Park regarding the development of Thornton Park Lake, was <br />received and filed on the unanimously approved 7:0 motion of <br />Councilman Garthe, seconded by Councilman Brandt.
