MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 26, 1977 <br /> <br />The meeting was called to order at 5:05 P.M. in the Council <br />Chambers, 22 Civic Center Plaza, by Mayor Vernon S. Evans. <br />The following Council members were present: David L. Brandt, <br />John Garthe, James E. Ward, Harry K. Yamamoto and Mayor Evans. <br />Councilmen Gordon Bricken and David F. Ortiz were absent. Also <br />present were the following members of Staff: City Manager Bruce <br />C. Spragg, City Attorney Keith L. Gow, Assistant City Manager <br />Ronald Wolford, Director of Public Works John E. Stevens, Plan- <br />ning Director Charles C. Zimmerman, Police Chief Raymond C. <br />Davis, and Clerk of the Council Florence I. Malone. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />The Invocation was given <br />by Councilman Yamamoto <br />following the Pledge of <br />Allegiance to the Flag. <br /> <br />RECESS <br />COMMUNITY REDEVELOPMENT <br />AGENCY <br /> <br />Council meeting reconvened at 5:55 <br /> <br /> At 5:06 P.M. the Council <br /> recessed to hold the <br /> Community Redevelopment <br /> Agency meeting; the <br />P.M. <br /> <br />BID AWARD - SPEC 778-236 On the unanimously <br />ANNUAL REQUIREMENTS carried 5:0 motion of <br />APPROVED Councilman Brandt, <br /> seconded by Councilman <br />Ward, Council awarded the following contract on the basis of <br />lowest responsible and best bidder: <br /> <br />SPEC 778-236 - Annual requirements for trench paving; <br />awarded to Century Paving, Inc., Norwalk, at a total <br />cost per ton of $22.56, including tax, for asphalt; <br />estimated annual dollar volume, 2,600 ton for a total <br />of $58,656. CA 89 <br /> <br />AGREEMENT Council unanimously <br />CORBIN CENTER LEASE 5:0 carried a motion <br />RENT REDUCED FOR ONE MONTH by Councilman Yamamoto, <br /> seconded by Councilman <br />Brandt, to reconsider Council action of July 18, 1977 to approve <br />a $50.60 monthly rental agreement with the NAACP (National <br />Association for the Advancement of Colored People) for space <br />at the Corbin Center. <br /> <br />Following a request by David J. Howard, newly elected President <br />of the organization, to maintain the prior rental rate of $23.00 <br />per month until he was able to complete an audit of the organiza- <br />tion's financial situation, the reduced rental rate was approved <br />for one month, on the unanimously carried motion 5:0 of Council- <br />man Garthe, seconded by Councilman Brandt.
