READING WAIVED On the unanimously 5:0 <br /> approved motion of Coun- <br /> cilman Brandt, seconded <br /> by Councilman Garthe, <br />Council waived full reading of all ordinances and resolutions, <br />the titles of which appeared on the public Agenda, and considera- <br />tion was given by title only. <br /> <br />ORDINANCE NO. NS-1376 AN ORDINANCE OF THE CITY <br />FIXING THE TAX RATE OF SANTA ANA FIXING THE <br />ADOPTED RATE OF AND LEVYING TAXES <br /> ON ALL TAXABLE PROPERTY <br />IN THE CITY FOR ALL MUNICIPAL PURPOSES, BEGINNING JULY 1, 1977 <br />AND ENDING JUNE 30, 1978 was placed on second reading and adopted <br />on the unanimously carried 5:0 motion of Councilman Garthe, <br />seconded by Councilman Brandt. CA 65B <br /> <br />ORDINANCE NO. NS-1375 On the motion of Council- <br />UTILITY USERS TAX MAXIMUM PAYABLE man Brandt, seconded by <br />CONTINUED Councilman Garthe, and <br /> carried 4:1, with Council- <br />man Yamamoto dissenting, the following ordinance was continued <br />to the meeting of August 1, 1977: <br /> <br />ORDINANCE NO. NS-1375 ~ AN ORDINANCE OF THE CITY OF SANTA ANA <br />AMENDING SECTION 35-167 OF THE SANTA ANA MUNICIPAL CODE <br />TO REDUCE TO $3,000 THE MAXIMUM AMOUNT PAYABLE UNDER THE <br />UTILITY USERS TAX. <br /> <br />A prior motion made by Councilman Brandt, seconded by Councilman <br />Garthe to place the ordinance on second reading and adopt failed <br />to carry on a 3:2 vote, with Councilman Yamamoto and Mayor Evans <br />dissenting. CA 65B <br /> <br />RESCUE MISSION RELOCATION PLAN <br />EMERGENCY ORDINANCE NS-1377 <br />ADOPTED <br /> <br />adopted by unanimous 5:0 vote: <br /> <br />On the motion of Council- <br />man Yamamoto, seconded by <br />Mayor Evans, the following <br />Emergency Ordinance was <br /> <br />ORDINANCE NO. NS-1377 - AN EMERGENCY ORDINANCE OF THE CITY <br />OF SANTA ANA PROHIBITING NEW USE OF PROPERTY AS A MISSION <br />IN THE CI (COMMUNTIY COMMERCIAL) AND C2 (GENERAL COMMER- <br />CIAL) USE DISTRICTS FOR AN INTERIM PERIOD PENDING AMEND- <br />MENT OF THE MUNICIPAL CODE. <br /> <br />The motion provided for a four-month moratorium and included a <br />direction to the Planning Department Staff to develop, with <br />Plannin~ Commission assistance, recommendations for Council <br />action. <br /> <br />A previous motion by Councilman Yamamoto, seconded by Mayor Evans <br />to adopt an emergency ordinance to exclude missions from C1 and C2 <br />zones and to instruct the Redevelopment Director to find a loca- <br />tion for the Rescue Mission at 214 North Sycamore that would <br />not be in or close to a residential neighborhood, was withdrawn. <br /> <br />At the Community Redevelopment Agency meeting held just prior <br />to the Council meeting, Richard Goblirsch, Redevelopment Direc- <br />tor, reported to the Agency that meetings with the Santa Anita <br />residents confirmed their position that the Rescue Mission not <br />be relocated in their neighborhood; that he is in the process <br />of locating and showing alternate locations to the Mission staff; <br />that the City may wish to consider rezoning the proposed West <br />Fifth Street site; and that another course of action would be <br /> <br />CITY COUNCIL MINUTES 266 JULY 26, 1977 <br /> <br /> <br />
