MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />September 1, 1977 <br /> <br />Mayor Vernon S. Evans called the meeting to order in the City <br />Council Chambers, 22 Civic Center Plaza, at 4:00 P.M. Council <br />members present were Gozdon Bricken, David F. Ortiz, Harry K. <br />Yamamoto, John Garthe, James E. Ward, and Mayor Evans. Council- <br />man David L. Brandt arrived at 4:30 P.M. Staff members present <br />were Assistant City Manager Ronald Wolford, City Attorney Keith <br />L. Gow, Director of Public Works John E. Stevens, Planning <br />Director Charles C. Zimmerman, and Clerk of the Council Florence <br />I. Malone. Also present were members of the Planning Commission, <br />Transportation Advisory Committee (TRAC), and the Community <br />Redevelopment Commission. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation was <br />given by Mayor Evans. <br /> <br />BROADWAY OVERPASS Mayor Evans announced <br />INTENTION CONFIRMED that this special meet- <br />STAFF DIRECTED ing was called to reach <br /> a sense of direction <br />concerning the construction of the Broadway overpass; that <br />negotiations with a proposed major tenant of Fashion Square, <br />Montgomery Ward, were at an all time low; and that a statement <br />of Council intention regarding the overpass may tend to <br />improve the negotiations. <br /> <br />Director of Public Works John Stevens gave a brief history of <br />the proposal for a Broadway overpass; and stated that in 1967 a <br />consultant was hired to study the problem of access to the north; <br />that CALTRANS stated that because they intended to widen the <br />Santa Ana Freeway, they would prefer that Santa Ana did not <br />widen the Main Street overcrossing, but in the alternative <br />construct an extension of Broadway over the freeway; that in <br />subsequent years there were not sufficient funds to build the <br />Broadway overcrossing; that on July 18, 1977 a meeting was held <br />with members of the community in the area on both sides of <br />Broadway and on Riverside Drive and Park Drive, and that the <br />alignment of the overpass and its effect on adjoining property <br />owners were discussed; that the Broadway overcrossing is <br />scheduled in the six-year plan of CALTRANS (California Depart- <br />ment of Transportation) for construction about 1980-81; and <br />that the City's portion of the funding would be available from <br />gas tax and AHFP (Arterial Highway Financing Program) funds. <br />He further stated that the total cost of the project at the <br />time of construction would be approximately $10,200,000; and <br />that about 2.6 million dollars would be from CALTRANS, and <br />approximately 7.4 million dollars would be raised by the City. <br /> <br />Richard Goblirsch, Redevelopment Agency Executive Director, <br />stated that at this meeting there are three questions for <br />Council consideration: <br /> <br />The City's position on construction of the Broadway <br />overpass in roughly 1981 with CALTRANS financial <br />participation. <br /> <br />The City's position with respect to construction of <br />the Broadway overpass by 1985 without CALTRANS <br />financial participation. <br /> <br />CITY COUNCIL MINUTES <br /> <br />311 <br /> <br />SEPTEMBER 1, 1977 <br /> <br /> <br />
