Will Staff be given the necessary direction to proceed <br />immediately with the required a~Draisals, engineering <br />drawings and acquisition of oroperty within budget <br />limitations? <br /> <br />Rud¥ Montejano, 2360 Riverside Drive, reoresenting North Santa <br />Aha Homeowners Association, stated that his grouo of citizens <br />supports the development of Fashion Square; that they also <br />support the Broadway overcrossing with assurances of Staff that <br />visual, environmental and aesthetic considerations would be <br />taken into account to every extent possible in design of the <br />overcrossing; and that they strongly recommend that the residen- <br />tial nature of the northeast and northwest areas of Santa Aha <br />be preserved. <br /> <br />At 4:30 P.M. Councilman Brandt joined the Council meeting. <br /> <br />Following Council comments and discussion, the Council: <br /> <br />Indicated its intention to construct the Broadway <br />overpass with the participation of CALTRANS by the <br />year 1981, on the motion of Councilman Bricken, <br />seconded by Councilman Yamamoto and carried 7:0 <br />unanimously; <br /> <br />Declared its intention to construct the Broadway <br />overpass by the year 1985 without CALTRANS participa- <br />tion if it becomes necessary to do so, on the motion <br />of Councilman Bricken, seconded by Councilman Ward <br />and carried 5:2, with Councilman Yamamoto and Mayor <br />Evans dissenting; <br /> <br />Instructed Staff to investigate all possible means of <br />financing the Broadway overpass, including discussions <br />with the City's State legislators for possible special <br />funding, on the motion of Councilman Bricken, seconded <br />by Councilman Garthe and carried 7:0 unanimously; <br /> <br />Instructed Staff to prepare all necessary documents, <br />including appraisals, revised environmental impact <br />reports as necessary, and letters of agreement with <br />CALTRANS to immediately start to acquire the land <br />necessary for the Broadway overpass construction, on <br />the motion of Councilman Bricken, seconded by Council- <br />man Ward and carried 7:0 unanimously; and <br /> <br />Instructed Staff to begin the process of meetings with <br />the neighborhood in the preparation of the foregoing <br />documentation and appraisals, and that the City Council <br />does also declare that in the construction of the Broad- <br />way overpass maximum means will be used to mitigate all <br />of the negative aspects of the project, on the motion <br />of Councilman Bricken, seconded by Councilman Ward and <br />carried 7:0 unanimously.
