Wayne Miller, 1401 East Avalon, stated that he first registered <br />a formal complaint concerning noise at the post office in August, <br />1972; that in 1974, following many complaints, there was an <br />effort to reduce noise and it was reduced about 80%; and just <br />this past week, it had been reduced another 25%; that the Post <br />Office is in the Federal jurisdiction, but that it is located <br />on leased property; and that peace and quiet of over 50 resi- <br />dents are being distrubed by the nighttime operations of the <br />Post Office. <br /> <br />Clayton Bakke, Postmaster, explained that most of the mail .for <br />Orange County is distributed from the Post Office facility at <br />Grand and Santa Clara; that he is very concerned about any com- <br />plaint about noise; that approximately 61 trucks arrive or· <br />leave the facility during the course of a day and most of the <br />processing is done at night; that several steps have been taken <br />over the years to reduce the noise: <br /> <br />1) eliminated the public address system for messages; <br /> <br />2) discontinued piped-in music to the back room and dock; <br /> <br />3) installed dock levelers which are placed in the vehicles; <br /> <br />4) <br /> <br />have monitored employees by making periodic checks to be <br />sure that management and employees are complying in re- <br />reduction of all unnecessary noise; <br /> <br />5) <br /> <br />had engineering studies made to investigate and suggest <br />solutions that could further reduce the noise, keeping <br />in mind that nobody wants to be a better neighbor than <br />the Post Office does and; <br /> <br />6) designated noise reduction as a day-to-day high priority <br /> item. <br /> <br />Hector Godinez, former Postmaster, stated that he felt there were <br />special circumstances involved in this matter and that the Planning <br />Commission saw fit to allow residences to be built adjacent to a <br />Post Office that has a 24-hour operation. <br /> <br />On the motion of Councilman Garthe, seconded by Councilman Bricken <br />and carried 6:0 unanimously, the petition, record of complaints <br />made by telephone and copies of letters of complaint, were re- <br />cevied and filed. CA 145.4 <br /> <br />ORAL COMMUNICATION On the motion of Councilman <br />SIDEWALK CONSTRUCTION & MAINTENANCE Bricken, seconded by Council- <br />POLICY man Yamamoto, carried 6:0 <br />REFERRED FOR REPORT unanimously, Staff was <br /> directed to prepare a <br />report for Council on current City policy for new sidewalks and <br />reconstruction and repair of sidewalks. Councilman Bricken <br />stated that he felt that the present policy may not be in the <br />best interests of the Community and he would like to have an <br />opportunity to debate the matter.
