PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Newhope Assembly of God Church. <br /> <br />Following the Pledge of <br />Allegiance, the Invocation <br />was given by Reverend J. <br />Timothy Lake of the <br /> CA 80.17 <br /> <br />MEDALLION PRESENTATION FOR Fire Chief B. J. Thompson, <br />HEROISM TO RICARDO CASTRO joined Councilman David Ortiz <br /> in the presentation of a Fire <br /> Department Bronze Medallion <br />to Ricardo Castro for heroism in saving the life of an infant. <br />Chief Thompson related the events that occured. He stated that <br />Mr. Castro acted swiftly to use the life saving mouth-to-mouth <br />resuscitation technique learned in the Regional Occupational <br />Program classes sponsored by the Fire Department. Mr. Castro's <br />name has also been inscribed on the radio station KWIZ Kool Head <br />Award for exemplary action in an emergency situation. <br /> CA 73B <br /> <br />UNFINISHED BUSINESS Council instructed staff <br />TRAFFIC SIGNAL AT BRISTOL AND WILLITS to schedule a public hearing <br />PUBLIC HEARING AUTHORIZED to consider a plan for <br /> right turn diverters on <br /> Bristol Street between <br />Richland and Chestnut when the results of a neighborhood public <br />opinion survey regarding the acceptability of the plan are <br />obtained and to recommend funding sources to implement the plan <br />as soon as possible at the time the public hearing is held, on <br />the unanimously carried motion 6:0 of Councilman Ortiz, seconded <br />by Councilman Yamamoto. <br /> <br />Traffic Engineer Joe Foust referring to his written report <br />dated September 13, 1977, stated that he began a comprehensive <br />study of the conditions at the intersection of Bristol and <br />Willits to see if nationally accepted minimum warrants could be <br />met for traffic signal installation; that the warrants must be <br />met before Federal or State funding could be requested; that the <br />Staff has been monitoring this intersection for a number of years; <br />that it still meets only 85% of the minimum warrants; that it is <br />half way between two major arterials; and that if a right-turn <br />diverter plan developed by Staff were acceptable to the residents, <br />the average daily traffic at the intersection would be increased <br />sufficiently to meet the criteria for a signal installation; that <br />the right turn diversion plan would tend to reduce the rear-end <br />type accidents occurring at the location; and that with the <br />installation of the Bristol Street Plan, the intersection of <br />Bristol and Willits would place high on next year's priority <br />list for funding. <br /> <br />A~oetitionCOntaining 1,423 signatures in favor of the signalization <br />of Bristol and Willits and of the right turn diverter plan on <br />Bristol Street presented by Cheryl Whitaker, 418 South Hesperian, <br />was received and filed on the motion of Councilman Garthe, <br />seconded by Councilman Brandt and carried 6:0 unanimously. <br /> <br />ORAL COMMUNICATION;~ <br />EXCESSIVE NOISE AT POST OFFICE <br />AT SANTA CLARA AND GRAND <br />DIRECTED STAFF TO ASSIST <br /> <br /> John P. Cantrall, 1239 West Bishop, thanked Council for <br /> its action. <br /> <br /> CA 18.3 <br /> <br />Staff was directed to work <br />with Wayne Miller, 1401 <br />East Avalon, and Clayton <br />Bakke, Postmaster, to <br />recommend to Council a <br />solution to the neighborhood noise problem generated by the <br />activity at the post office facility at Santa Clara and Grand, <br />on motion of Councilman Yamamoto, seconded by Councilman Ortiz <br />and carried 6:0 unanimously. <br /> <br />CITY COUNCIL MINUTES 346 SEPTEMBER 19, 1977 <br /> <br /> <br />
