Eberling, <br />REFERRED TO STAFF Chairman of the Board of <br /> Directors of the Newport- <br />Irvine Waste-Management Planning Agency, requesting consideration <br />of rejoining NIWA was referred to Staff for reassessment and <br />recommendation, on the motion of Councilman Ortiz, seconded by <br />Councilman Ward and carried 5:0 unanimously. <br /> <br />Nancy Shannahan, Counsel for NIWA and Ken Smith, the 208 Plan <br />Project Director, were present at the meeting and Mrs. Shannahan <br />stated that they would like to work with the City Staff in any <br />way possible to better understand Santa Ana's problems and to <br />enable Santa Ana to better understand the purposes and the bene- <br />fits of NIWA. J. Thompson, <br />in his report dated September <br />12, 1977, to continue the <br />requirement that public <br /> <br />convenience and necessity be shown before a company is allowed <br />to operate an emergency ambulance service within the City, but <br />without limiting the number of ambulances permitted by each <br />company, was approved, the City Attorney directed to prepare <br />an amendment to the Municipal Code Chapter 38 and Council <br />Referral Item No. 5-77 deleted, on the motion of Councilman <br />Ortiz, seconded by Councilman Ward and carried 5:0 unanimously. <br /> <br />Fire Chief B. J. Thompson was present to answer Council questions <br />and also recommended that there be two separate ordinances for <br />ambulance service and taxicab service in the City.
