REVISION OF TAXICAB ORDINANCE <br />TO REMOVE REQUIREMENT FOR <br />CERTIFICATE OF PUBLIC CONVENIENCE <br />AND NECESSITY FOR TAXICABS - <br />Council Referral Item No. 50-76 <br />CODE AMENDMENT REQUESTED <br /> <br />The recommendation in a <br />report dated May 25, 1977, <br />prepared by Lieutenant <br />C. R. Miller, to delete <br />the requirement for public <br />convenience and necessity <br />for taxicab service, while <br /> <br />maintaining procedural and protective safety standards by the <br />Police Department, was approved, the City Attorney directed to <br />prepare an amendment to the Municipal Code Chapter 38, and <br />Council Referral Item No. 50-76 deleted, on the motion of <br />Councilman Ortiz, seconded by Councilman Bricken and carried <br />4:1 with Councilman Yamamoto dissenting. <br /> <br />Police Chief Raymond Davis stated that the proposed amendment <br />would allow free competition without impairing proper licensing <br />and regulation; that a minimum of eight vehicles would be <br />necessary to apply for a license and that all drivers must meet <br />the municipal and state regulations. CA 26 <br /> <br />RECESS <br /> <br />At 4:20 p.m. the meeting <br />was recessed; the meeting <br />was reconvened at 4:30 p.m. <br /> <br />SUMMER YOUTH PROGRAM - The Final Report on the <br />FINAL REPORT Summer Youth Program, <br />FILED prepared by John Aceves <br /> and dated September 13, 1977, <br />was received and filed on the motion of Councilman Bricken, <br />seconded by Councilman Ortiz and carried S:0 unanimously. CA 140.3 <br /> CA 131.11 <br /> <br />TREE WELL MAINTENANCE A tree well maintenance <br />SCHEDULE REPORT FILED schedule report by Robert <br /> E. Gresham, Director of <br /> Recreation and Parks, dated <br />September 13, 1977, was received and filedon the motion of <br />Councilman Garthe, seconded by Councilman Bricken and carried <br />S:0 unanimously. CA S2 <br /> <br />CONTRACT SERVICES EVALUATION - On the motion of Councilman <br />STREET TREE TRIMMING AND MEDIAN Bricken, seconded by <br />ISLANDS MAINTENANCE FILED Councilman Ortiz, carried <br /> 5:0 unanimously, a Proposed <br />Evaluation Program to compare City and contracted private work <br />crew's productivity and costs, for street tree trimming and <br />median islands maintenance, outlined in a report prepared by <br />Robert B. Gresham, Director of Recreation and Parks, was received <br />and filed. CA 52 <br /> <br />CORBIN/JEROME CENTERS COMMUNITY All fees ($325 total) <br />BAZAAR - WAIVER OF FEES for the use of the Corbin <br />GRANTED; REPORT ON DISPOSITION and Jerome Centers, <br />OF FUNDS TO BE SUBMITTED Jerome Park and the Show- <br /> mobile were waived and the <br />closure of Center Street from 10:00 a.m. to 10:00 p.m. on <br />October 29, 1977, for a Community Bazaar was approved, on the <br />motion of Councilman Ortiz, seconded by Councilman Ward and <br />carried 5:0 unanimously, with the added Condition that a report <br />on the disposition of ~he funds raised at the function be sub- <br />mitted to Council. The proposed schedule of activities was <br />included in a report dated September 13, 1977, prepared by <br />Robert E. Gresham, Director of Recreation and Parks.
